This position is located in the Executive Office of the President (EOP), Office of the National Cyber Director (ONCD). The incumbent serves as a Director for Cybersecurity Planning and Operations Directorate within the ONCD and serves as one of the principal staff members responsible for the formulation, coordination, and implementation of policy related to cyber defensive operational planning, resilience planning, and cyber incident response planning.

Duties

Help

As a Director (Cybersecurity Planning and Operations), GS-0301-14/15, your typical work assignments may include the following:

  • Plan, direct, and coordinate the development and implementation of policies on U.S. defensive cybersecurity planning and operations, to include cyber defensive operational planning, resilience planning, and cyber incident response planning.
  • Work with the Intelligence Community (IC), the Cybersecurity and Infrastructure Security Agency (CISA), and other departments and agencies in maintaining awareness of malicious cyber campaigns, cyber incidents affecting the U.S., and, in general, plans, tactics, and capabilities of malicious cyber actors.
  • Responsible for all matters pertaining to the formulation, coordination, and implementation of United States Government policy related to cybersecurity planning and operations.
  • Maintain oversight and assess effectiveness of department and agency initiatives and defensive cyber campaigns.

Qualifications

MINIMUM QUALIFICATIONS: To be considered minimally qualified for this position, you must demonstrate that you have the required specialized experience and/or education for the respective grade level(s) in which you are applying:

GS-14
Specialized Experience: You must have at least one year of specialized experience equivalent to the GS-13 grade level in the Federal service performing the following duties:

  1. Assisting in the development of polices related to cybersecurity operational planning, resilience planning, and cyber incident response planning;
  2. Coordinating cybersecurity planning development and implementation within an organization;
  3. Maintaining awareness of new and on-going cyber incidents; and
  4. Partnering with cybersecurity professionals to identify cybersecurity threats and risks.
GS-15
Specialized Experience: You must have at least one year of specialized experience equivalent to the GS-14 grade level in the Federal service performing the following duties:
  1. Developing policies related to cybersecurity operational planning, resilience planning, and cyber incident response planning;
  2. Leading cybersecurity planning development and implementation within an organization;
  3. Overseeing plans to mitigate cybersecurity threats and risks; and
  4. Communicating cybersecurity planning and views at high-level meetings.
NOTE: Your resume must explicitly indicate how you meet this requirement, otherwise you will be found ineligible.

NOTE: There is no education substitution at the GS-14 and GS-15 grade levels.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees.
