Help
  • Independently resolve complex and challenging technical appraisal issues.
  • Develop schedules and establish priorities in conjunction with the supervisor.
  • Organize programs and coordinates work activities to provide comprehensive, accurate and expeditious appraisals.
  • Work programs may involve appraisal of historical and military facilities, valuation of property right for Civil Works projects, valuation for water and mineral rights, homeowners assistance, relocations, disposal by sale, lease or transfer, etc.
  • Generate appraisals that are reviewed for adherence to appraisal standards, clarity of presentation, and soundness of conclusions.
  • Advise for relocation contracts with various parties for cash payment.
  • Assist in negotiation for settlement with former owners in condemnation cases.
  • Inspect properties.
  • Attend conferences and meetings which may involve controversial situations of assigned real estate activities, maintaining good public relations.

  • Appointment to this position is subject to a two year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position has a Temporary Duty (TDY) or business travel requirement of 15% of the time.
  • This position requires financial disclosure upon entering the position and annually thereafter in accordance with DoD Directive 5500-7-R.

Qualifications

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for USACE for Real Estate Personnel to recruit and appoint qualified candidates to positions in the competitive service.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes 1) distinguish and analyze structural features (i.e. age of construction, approachability, renovation completed, etc.) to assess the value of the underlining asset; 2) use appropriate data and valuation methods to establish and prepare appraisal for a variety of real property; 3) collect data through all possible sources to develop, write and produce professional appraisal report; and 4) proficient with appraisal software applications. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Specialized experience must be evident in your resume.

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job at the GS-12 grade level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Selective Placement Factor: This position has a selective placement factor which must be met prior to employment and for continued employment. The incumbent is required to possess a State Certified General Real Estate Appraiser license. Incumbent must possess and maintain this licensing for the duration of employment with the agency. You MUST upload a copy of your license to your application package.
