THIS IS A PUBLIC NOTICE: This Notice is issued under direct-hire authority (DHA) to recruit new talent for the positions listed below. This means that we can hire any qualified candidate, either from this notice or from any source.

Various duties of these positions can include analyses of legislation/regulation and developing policy briefs (Benefits Analyst), develop business requirements, testing or deployment of systems (Program Specialist), manage large scale system or data driven projects, utilizing difficult analytics techniques (e.g., robotics process automation) for enterprise-wide solutions, use of data science tools, including scripted languages, to develop data driven solutions, monitor and address health economics developments, generate data visualization output, and utilize a variety of programming assets (e.g., SAS, R, Python) (Data Scientist and Economist).

  • Position 22-0301-1560-0110-JT-SPLASH-1: Benefits Analyst (Policy) - develop, analyze, and enunciate program policy relating to health insurance benefits.

  • Position 22-0301-1560-0110-JT-SPLASH-2: Program Specialist - analyze insurance operations, policy and guidance, program administration, or systems requirements and development.

  • Position 22-0301-1560-0110-JT-SPLASH-3: Data Scientist - use data science tools and analyses to develop models, predictions, and counterfactual analyses for evidence-based policy making, to propose policy options, and guide regulatory and legislative changes.

  • Position 22-0301-1560-0110-JT-SPLASH-4: Economist - develop and analyze population health data resources to support administrative and policy considerations of current and future health economics developments.

Work Schedule: These positions allow for multiple schedules. Work schedule will be determined at the time of selection.

Qualifications

For the Benefits Analyst (Policy) and Program Specialist, GS-0301 positions:

For the GS-07
, One year (52 weeks) of specialized experience at the GS-05 grade level (or equivalent), OR one (1) full year of graduate level education OR a Bachelor's degree with Superior Academic Achievement, OR a combination of the specialized experience and education.

For the GS-09, One year (52 weeks) of specialized experience at the GS-07 grade level (or equivalent) OR a master's degree or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree, OR a combination of the specialized experience and education.

For the GS-11, One year (52 weeks) of specialized experience at the GS-09 grade level (or equivalent) OR you must have a Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree, OR a combination of the specialized experience and education.

For the GS-12, One year (52 weeks) of specialized experience at the GS-11 grade level (or equivalent).

For the GS-13, One year (52 weeks) of specialized experience at the GS-12 grade level (or equivalent).

For the GS-14, One year (52 weeks) of specialized experience at the GS-13 grade level (or equivalent).

For the Data Scientist, GS-1560 you must FIRST meet the basic requirements:

A. Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.

or

B. Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown in paragraph A above, plus additional education or appropriate experience.

For the Economist, GS-0110 you must FIRST meet the basic requirements:

A. Degree in Economics, that included at least 21 semester hours in economics and 3 semester hours in statistics, accounting, or calculus.

OR

B. Combination of education and experience: courses equivalent to a major in economics, as shown in A above, plus appropriate experience or additional education.

AND, in addition to the basic requirements above:

For the GS-09, One year (52 weeks) of specialized experience at the GS-07 grade level (or equivalent) OR a master's degree or equivalent graduate degree; or 2 full years of progressively higher level graduate education leading to a master's degree or equivalent graduate degree, OR a combination of the specialized experience and education.

For the GS-11, One year (52 weeks) of specialized experience at the GS-09 grade level (or equivalent) OR you must have a Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to a Ph.D. or equivalent doctoral degree, OR a combination of the specialized experience and education.

For the GS-12, One year (52 weeks) of specialized experience at the GS-11 grade level (or equivalent).

For the GS-13, One year (52 weeks) of specialized experience at the GS-12 grade level (or equivalent).

For the GS-14, One year (52 weeks) of specialized experience at the GS-13 grade level (or equivalent).

Education

PLEASE NOTE: Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications (particularly positions with a positive education requirement). Therefore, applicants must report only attendance and/or degrees from schools accredited by accrediting institutions recognized by the U.S. Department of Education.
