Help
  • Provides advice and technical guidance to Army Commands on real estate matters.
  • Reviews policy directives, regulatory and other guidance received from higher authority to determine impact and supply guidance to staff.
  • Provides a broad range of real estate expertise covering the assigned geographical area.
  • Negotiates with individuals, corporate and governmental entity representatives in complex situations involving the acquisition of real estate interests.
  • Evaluates data from various sources to determine the realty interest to be acquired.
  • Performs a variety of leasehold inspections.
  • Analyzes and interprets regulations pertaining to real estate transactions.
  • Responsible for carrying out projects related to acquisition in fee and lesser estates, management of government leased real properties, and the transfer and termination of leasehold interests.

  • Appointment to this position is subject to a two year probationary period unless the appointee has previously met the requirements as described in 5 CFR Part 315.
  • This position has a Temporary Duty (TDY) or business travel requirement of 10% of the time.
  • This position requires financial disclosure upon entering the position and annually thereafter in accordance with DoD Directive 5500-7-R.
  • The duties of this position require the incumbent to possess or obtain and maintain a valid state Driver's License in one of the 50 U.S. states or possessions to operate vehicles.

Qualifications

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for USACE for Real Estate Personnel to recruit and appoint qualified candidates to positions in the competitive service.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional;philanthropic; religious; spiritual; community; student; social).You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. To Qualify for Grade Level GS-09:
Specialized Experience: One year of specialized experience which includes 1) maintaining real estate records; 2) preparing realty documents for a major organization or government agency; and 3) acquiring real estate documentation. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-07). Specialized experience must be evident in your resume.
OR
Education:
Master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position such as real estate, business, administration, finance, marketing, or other field pertinent to the management and administration of real estate transactions.
OR
Combination of Education and Experience:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the first year (total graduate semester hours minus 18) by 18. Add the two percentages.

To Qualify for Grade Level GS-11:
Specialized Experience: One year of specialized experience which includes 1) applying real property laws and codes for a major organization or government agency; 2) preparing realty contract documents; and 3) utilizing realty / real estate management information systems. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). Specialized experience must be evident in your resume.
OR
Education:
Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position such as real estate, business, administration, finance, marketing, or other field pertinent to the management and administration of real estate transactions.
OR
Combination of Education and Experience:
A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

To Qualify for Grade Level GS-12:
Specialized Experience:
One year of specialized experience which includes 1) advising on complex real property acquisition and laws for a major organization or government agency; 2) determining realty contract terms; 3) utilizing realty / real estate management information systems; and 4) performing negotiations for real property acquisition or lease terms. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11). Specialized experience must be evident in your resume.

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job at the GS-12 grade level, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

May be selected at any grade level with non-competitive promotion potential to target grade GS-12 based on performance and other requirements.
