Help

The purpose of the position is to perform a variety of medical records technician duties which include the complete and accurate process and maintenance of hybrid (paper/electronic) environment of analyzing, filing, compiling, scanning, releasing information, retrieving and dispatching charts/documents, file managing, archiving Third Party, and entering data of treatment provided to patients within a complex health care facility.

  • Perform comprehensive quantitative/qualitative analysis of patient medical record to assure the presence of all component parts of: correct patient identification, health record number, redaction, valid forms and format, signatures and dates where required, and all reports which appear to be indicated by the treatment rendered assure the presence of all components of the medical record are completed. Inform and coordinate completion of medical record with health care provider or department.
  • Maintain an assigned section of records by performing monthly chart audits for misfiled record with new dividers in place for easy access to health information.
  • Conduct archiving processes, fetal monitor strips, Obstetrics, Operating Room and Emergency Room logs for storage. Retrieve records for permanent or temporary withdrawals for re-activation of records, research activities and disclosure of records. Updates Mater Control Log and request original chart referencing the FRC logs.
  • Create and maintain general registries. Collaborate and assist research teams to abstract data, i.e. Tumor Registry, Birth Cohort, Epidemiology, and John Hopkins University.
  • Maintain an inventory log of all patient records for the facility for active patients, decreased patients, and archived record. Review and download any electronic health information received by Health Information Exchange (HIE) received from external sources into patients' electronic health record on a daily basis. Communicate with health care teams and committees to ensure data quality of direct patient care.
  • Receives, sorts documents in preparation for scanning, reviews and cross-references the electronic health record (EHR) system. Receives, reviews and validates all requests for disclosure from hospitals, attorneys, law enforcement agencies, medical audits/reviews, Social Security Administration, private physicians, Insurance companies, individual requests and other including subpoenas, by ensuring all components for release of information are met. Research, abstracts medical information from hybrid record system and discloses required information following regulation and policies.
  • Reviews and reports potential Federal Medical Care Recovery Act (FMCRA) visit for possible tort liability and third party cases to the Office of Regional Counsel.
  • Educates and enrolls patients to access their online Personal Health Record (PHR).

Qualifications

To qualify for this position, your resume must state sufficient experience and/or education, to perform the duties of the specific position for which you are applying.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; social). You will receive credit for all qualifying experience, including volunteer and part time experience. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

BASIC REQUIREMENT(S):
GS-04: One year of general experience equivalent to GS-04 OR
Education: Two years above high school.

General Experience: Progressively responsible clerical, office, or other work that indicates ability to acquire the particular knowledge and skills to perform the duties of the position to be filled. In addition to the Basic Requirements, you must also meet the Minimum Qualification stated below:

MINIMUM QUALIFICATIONS:
Your resume must demonstrate at least one (1) year of specialized experience equivalent to at least the next lower grade level in the Federal service obtained in either the private or public sector performing the following type of work and/or tasks: Examples of Specialized Experience: Receives, sorts documents in preparation for scanning, reviews and cross-reference the Electronic Health Record (EHR) system for patient identification. Receive, review and validate all requests for disclosure from hospitals, attorney, law enforcement agencies, medical audits/reviews, Social Security Administration, private physicians, insurance companies, individual request and others including subpoenas. Research, abstract medical information from hybrid record system and disclose requested information following the regulation and policies. Make the final determination that the record is accurate, complete, and reflects sufficient data to justify the diagnosis and warrant the treatment and end results without infringing on the decisions concerning a physician's clinical judgment. Educate and enroll patients to access their online Personal Health Record (PHR).

GS-05: Candidate must have 52 weeks of specialized experience equivalent to at least the GS-04 OR
Education:
4 years of course work above high school.

GS-06: Candidate must have 52 weeks of specialized experience equivalent to at least the GS-05.
Education: Generally, not applicable.

Time In Grade
Federal employees in the competitive service are also subject to the Time-In-Grade Requirements: Merit Promotion (status) candidates must have completed one year of service at the next lower grade level. Time-In-Grade provisions do not apply under the Excepted Service Examining Plan (ESEP).

Per IHS policy (SGM 21-04) IHS selectees to positions located in Federally operated hospitals, health centers, and clinics must be fully vaccinated for COVID-19 before entry on duty or have IHS approve a medical or religious exemption. Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. IHS may offer newly-appointed Federal employees credit for their directly related previous non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave.

This position is covered by a Bargaining Unit.

This position has promotion potential to the GS-6 grade level. Promotion to the next grade level is at management's discretion and is based on your demonstrated ability to perform the higher level duties, the continuing need for the higher level duties, and "Regulatory/Administrative" approval. Promotion to the next higher grade level is not guaranteed and no promise of promotion is implied.
