The Supervisory Program Specialist serves as Veteran Experience Officer (VEO) and is responsible for the oversight and management of the Veteran Experience Program, which encompasses the Patient Centered Care, Patient Relations Congressional Liaison, Customer Service Cultural Transformation, and Patient Advocacy Programs. The Supervisory Program Specialist/VEO has direct responsibility for program oversight throughout the entire NF/SGVHS catchment area, which covers approximately 30,000 square miles. The Supervisory Program Specialist/VEO functions as the key driver and champion for developing, maintaining, and enhancing the Veteran Experience Program, including physical changes in the environment to ensure an exceptional Veteran experience. The incumbent has the specific charge of defining new processes and practices of the healthcare model that are centered around the Veteran experience from beginning to end, through the provision of formal training, communication tools, and marketing that are both locally and nationally developed. Duties include, but are not limited to:

  • Assess the current environment, develop plans/milestones and deliverables, as well as create systems to deliver, demonstrate, and study the outcomes.
  • The incumbent is grounded in customer service principles, but also goes beyond the scope of customer service to focus on creating the ultimate experience through exceptional healthcare that improves Veterans' health and well being.
  • Must have a clear understanding of: behavioral and social influences of human interactions, family, friends, social support, access to information, healing environments, food and nutrition, arts and entertainment, spirituality, complementary therapies, whole health, and healthy communities.
  • Possess a positive attitude and firm belief grounded in the concept that improving the Veteran experience is paramount.
  • Recognizes culture transformation takes time to build and requires constant nurturing and reinforcement to maintain.
  • Responsible for designing, implementing, maintaining, and evaluating the Veteran Experience Program for NF/SGVHS, which includes Patient Advocacy, Patient Relations Congressional Liaison, Patient Centered Care, and Customer Service Cultural Transformation.
  • Advises Executive Leadership as well as Service Chiefs and key program managers as stakeholders.
  • Provides technical expertise in the field of healthcare planning and comprehensive advice and assistance to the Director regarding possible need for revision of System-level policies governing specific Veteran experience planning activities.
  • Responsible for translating policies, healthcare delivery theories, and strategies into action that exist related to the Veteran experience utilizing best practice and community benchmarks where available.
  • Represents facility leadership and maintains clear communication with VISN and VHA Program Offices, specifically the Office of Patient Centered Care and the Veteran Experience Office.
  • Performs other related duties as assigned.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/26/2022.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.You may qualify based on your experience as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Prepares and projects short- and long-range planning efforts and ensures directives are met in preparing annual and cyclic planning efforts. Oversees and provides supervisory and program direction for the Veteran Experience Program. Initiates interdisciplinary projects to improve organizational performance and the Veteran experience. Designs studies, training programs, and organizational strategies for identifying opportunities to improve the overall quality of the Veteran experience.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Work is generally sedentary, typically performed sitting at a desk, in conferences, briefings, or meetings, or riding in an automobile, plane, or train while traveling to events. Walking, standing, and bending may be required, including during presentations, visits, and tours of the facilities. Flexibility is required to accommodate events and activities occurring during other than normal business hours. Mobility is required in terms of staging and assisting staff with equipment and other materials.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
