Duties

Help

The analyst's work will focus on the Food and Drug Administration, policies affecting competition in pharmaceutical markets, and prescription drug payment issues. The following are among the analyst's wide-ranging responsibilities:
-Prepare multiyear spending projections for federal health programs;
-Prepare cost estimates for legislation involving, for example, changes to patents and the exclusive rights of manufacturers to market particular drugs;
-Work closely with Congressional staff as they develop federal health care policy, providing nonpartisan technical assistance; and
-Analyze the Administration's budget proposals.
CBO's health analysts are significantly involved in budget and legislative processes. They work closely with key Congressional staff members as the Congress prepares its annual budget plans, considers the President's budget proposals, and evaluates the budgetary effects of legislation.

Qualifications

Applicants must have a graduate degree in public policy, public administration, public health, economics, or a related field; or a bachelors degree in one of those fields with at least four years of relevant work experience and a strong interest in health policy. The position requires the following:
- Strong quantitative skills;
- Ability to develop and maintain analytical models;
- Ability to learn new programmatic concepts quickly and with limited supervision;
- Exceptional oral and written communication skills, especially the ability to clearly explain analytical results to other CBO and Congressional staff and
Members of Congress;
- Ability to work effectively and collaboratively with a team of health analysts;
- Facility with handling multiple projects simultaneously, often under tight deadlines; and
- A desire to contribute directly to the analysis of health policy in a nonpartisan setting.
The following skills and experience are desirable, but not required:
- Knowledge of the regulation of the prescription drug market;
- Knowledge of private insurance markets, Medicare, or other health programs;
- Knowledge of the federal budget, federal regulatory, and federal legislative processes; and
- Familiarity with data analysis software and programming, such as SAS, Stata, Python, or R.
