Duties

Help

As a Management Program Analyst, AD-0343-00 (GS-15 equiv.), you will be responsible for:

  • As a recognized expert, provides leadership in the evaluation, assessment and improvement of programs and management systems by applying a wide range of qualitative and quantitative techniques.
  • Serves as an advisor to senior staff on alternative means of meeting program requirements, assessing life cycle costs, economic impact, and timing of alternative program efforts.
  • Responsible for providing input to planning documents such as qualitative and quantitative requirements, logistical support plans, and operational capability statements. Provides analysis of user problems and recommends corrective actions. Advises and consults with all levels of users regarding problems arising from using a system and suggests customized approaches to using specific applications systems for specific user needs.
  • Serves as a subject matter expert who has mastered the application of advanced management and organizational principles and practices assessing management processes and preparing long-range (5 year) and short-range planning guidance in accordance with broad business unit level program policies and objectives.

Minimum Qualification Requirements

You may meet the minimum qualifications for the GS-15, if you possess the specialize experience, education, or a combination of the two.

Specialized Experience for the GS-15
One year of experience in federal service or private sector that is equivalent to at least a GS-14 performing two (2) out of three (3) of the following duties or work assignments:

1. Experience with developing and managing financial aid systems and tools.

2. Strong research and analytical skills, including the ability to quickly integrate and synthesize information from different sources, to make sound policy decisions and recommendations.
3. Experience in developing new approaches and concepts in planning, evaluating, and providing leadership to major long-range operational initiatives.


Knowledge, Skills, and Abilities (KSAs)

The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). 1.  Skill in assigning work based on management priorities, requirements of assignments, and staff abilities.
2. Skill in applying analytical and evaluative methods and techniques in developing new procedures and approaches for identifying and resolving significant issues and problems of a unique nature.
3.  Ability to communicate effectively to make recommendations and presentations to management on research results/analysis related to program delivery.

4. Knowledge of how to manage organizational and programmatic changes in response to changes in levels of appropriations or other legislative actions,
allocating resources among multiple activities within teams

How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.

We use a multi-step process to review and evaluate applicants:

1.  Eligibility and Minimum Qualifications
Once the vacancy announcement closes, we will review your submitted resume and documents to determine if you meet the eligibility and minimum qualification requirements, including any required education, experience, and/or selective placement factors. You will be rated as ineligible if you are outside of the area of consideration (i.e., who may apply) or your application is missing any required documents. You will be rated as not qualified if you do not possess the minimum qualification requirements.

2.    Rating and Ranking
If you are found to meet both the eligibility and minimum qualification requirements, we will assess the quality of your experience and the extent to which you possess the required KSAs by comparing your submitted resume and documents against your responses to the occupational questionnaire. (The occupational questionnaire is the list of questions in the automated system that you will have an opportunity to answer once you apply for the position).  

Based on the outcome of this evaluation, you will be assigned a numerical score (out of 100 possible). If your responses to the occupational questionnaire are not substantiated by your submitted resume, you may be eliminated from receiving further consideration.

3.    Referral and Selection
