These positions are located within the Department of the Interior, Bureau of Trust Funds Administration, Trust Operations-Field, Fiduciary Trust Office.

At the full performance level (GS-14) the major duties of these positions include but are not limited to the following:

  1. Responds to beneficiary inquiries regarding the management and administration of their Indian trust assets and acts as liaison between the owners and the Department of the Interior (DOI) agencies as questions arise relating to specialized trust functions or services.
  2. Reviews and recommends high-dollar trust transactions, providing technical assistance and expertise in ensuring that the Department's fiduciary obligations are met. Participates in the performance of independent risk assessments at each Agency location to identify high-risk trust activities.
  3. Ensures that fiduciary trust transactions are properly supported in accordance with established Bureau of Trust Funds Administration (BTFA) policies and procedures.
  4. Works directly and cooperatively with the Bureau of Indian Affairs (BIA) to help resolve a variety of Indian trust related issues, ensuring that the best interests of the beneficiary are carefully considered.
  5. Coordinates with BIA managers to ensure that Indian trust funds are received and distributed to Indian beneficiaries on a timely basis, in accordance with established policies and procedures.
  6. Provides supervision supporting strategic goals and objectives, establishing work priorities, and conducting performance evaluations creating a healthy and employee-centered work environment.
  7. Coordinates activities of BTFA staff in the area of responsibility, by ensuring that trust accounts are managed in accordance with established trust policies and procedures.
Salary Range Information:

Poplar, MT, Fort Duchesne, UT, Toppenish, WA, Fort Washakie, WY: $111,521- $144,976 per annum
Sacaton AZ: $115,974 - $150,765 per annum

First time hires to the federal government typically start at the beginning salary in the range for their respective grade level.

The BTFA has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

This vacancy may be used to fill additional positions as vacancies become available.

Qualifications

To qualify for this position you must meet the Specialized Experience described below for the GS-14 level.

Specialized Experience:

To qualify for the GS-14, you must possess at least one full year of specialized experience equivalent to at least the GS-13 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.
Specialized experience is defined as demonstrated experience:
1) Responding to individuals regarding the management of their trust assets;
2) Serving as a liaison between individuals and internal entities with questions relating to functions and/or services of trust fund management;
3) Reviewing trust fund transactions and providing technical assistance ensuring regulations are met;
4) Managing trust responsibilities and activities related to trust fund creations, funding, management, investments, collections, disbursement, and termination of beneficiaries' trust assets;
5) Writing technical interpretative materials and preparing briefings for review by leadership and trust beneficiaries;
6) Performing effectively on a team in order to accomplish mission objectives in a variety of trust funds management or assets.

Merit Promotion candidates must also meet time-in-grade requirements by the closing date of the vacancy announcement. Applicants applying under a special appointing authority (such as Indian Preference) do not have to meet time-in-grade.

Indian Preference Policy: Preference in filling this vacancy is given to qualified Indian candidates in accordance with the Indian Preference Act of 1934 (Title 25, USC, Section 472). Verification Forms BIA 4432 must be submitted with the application prior to the closing date of the announcement, if claiming Indian Preference. Applicants selected under the Indian preference from this vacancy will be appointed under the Excepted Service, Schedule A 213.3112(a)(7) appointing authority. Consideration will be given to Non-Indian applications in the absence of qualified Indian Preference eligibles.

A preliminary background check must be completed before a new employee can begin work with the U.S. Department of the Interior.
