Duties

Help

The incumbent serves as an HR Specialist in the Executive Services Branch (ESB), reporting to the Branch Chief, handling the full range of Executive Services work. Duties include:

Develops, updates, and implements the executive personnel policies and procedures for Presidential appointees (Director, Deputy Director and National Science Board Members), Senior Executive Service (SES), and executive level Excepted Service (AD-5) positions and their incumbents in accordance with applicable laws, regulations, and guides, as well as management goals and objectives.

Coordinates executive recruitment processes including but not limited to, (1) identifying issues, preparing options and recommending courses of action; (2) advising organizations regarding recruitment and advertising resources and options, including proactive outreach mechanisms designed to attract a diverse, well-qualified applicant pool ; (3) drafting and advising organizations on developing qualification standards and position descriptions for executive positions, and identifying or resolving issues before forwarding documents for higher level review and approval; (4) advising on composition of evaluation panels; (5) screening applications, overseeing the preparation of panel materials, and facilitating the panel review process; (6) advising and working with Career SES selectees on writing and preparing Executive Core Qualifications packages for submission to the Office of Personnel Management.

Participates in organization-wide recruitment efforts to establish and implement plans to increase diverse representation in executive positions. Develops marketing strategies and materials in conjunction with management officials to effectively represent NSF as an employer of choice. Defines marketing strategies, participates in visits and/or professional conferences, to effectively target audiences that can produce highly qualified candidates for NSF. Research recruitment strategies to recommend necessary changes for improving NSF 's position in the market place.

Reviews performance plans and appraisals for conformance with pertinent laws, regulations, and agency policies and procedures, and independently seeks corrective actions with NSF organizations and managers.

Carries out staff and advisory work related to the NSF-wide IPA program for executive level positions.

Performs a variety of special projects and compiles various reports that have a high degree of complexity. Develops correspondence for management staff regarding executive level applicant’s appointment options, executive staffing options, etc. Prepares fact sheets, applicant materials, web page materials, and internal guidance for Division activities. Prepares reports and option papers including background, issues, options, and recommendations. Coordinates with appropriate offices on executive reports and other special projects.

You must meet eligibility and qualification requirements within 30 days of the closing date.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent.

Qualifications

To qualify at the GS-13 level, you must have at least 1 year of specialized experience performing human resources functions for customers equivalent to the GS-12 level in the federal service. Examples of such experience may include staffing and placement activities for the competitive service, excepted service, IPAs, and/or executives; position classification; compensation and pay consultation; and/or providing advice on organizational structures to meet management needs.

To qualify at the GS-14 level, you must have at least 1 year of specialized experience performing human resources and/or customer service functions for customers equivalent to the GS-13 level in Federal service. Examples of such experience may include staffing and placement activities for the competitive service, excepted service, IPAs, and/or executives; position classification; compensation and pay consultation and analysis; and/or providing advice on organizational structures and positions to meet management needs.

CANDIDATES WHO DO NOT MEET THE MINIMUM QUALIFICATION REQUIREMENTS OR WHO DO NOT SCORE IN THE BEST QUALIFIED GROUP MAY BE CONSIDERED FOR A DETAIL TO THIS POSITION IN LIEU OF A TEMPORARY PROMOTION.

Education

Education may enhance skills required for this position; however, no substitution of education for specialized experience may be made at this level.

* Any candidate selected for a detail will remain at their current grade and rate of pay.

* This detail/temporary promotion is for a period of 120 days and may be extended in 120 day increments up to one year without further competition.

* Upon conclusion of the detail/temporary promotion, you will be returned to your former office and position/grade. 

Relocation Expenses will not be paid.
