Duties

  • Duties listed are at the full performance GS-09 level.
  • Conducts examinations of lands activities.
  • Provides technical assistance to field personnel in making investigations, surveys, appraisals, preparation and submission of reports, and negotiations.
  • Assists in negotiating complicated cases in which unreasonable sums are demanded.
  • Prepares and assembles applications for processing, stipulations, documents for review, letters of consent.
  • Supports the preparation and processing of appraisals, titles, title clearances, water rights analysis, and reports.

Qualifications

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note on Experience: Your resume must clearly document the following for each block of work experience; the beginning day, month and year the work assignment started and ended; the hours worked per week; position title, and series and grade if applicable; and description of duties performed. General Experience Requirement: GS-05: Applicants must have (3) three years of general experience, (1) one year of which was equivalent to a GS-04 grade level. Examples of general experience include: Experience gained in either administrative, professional, technical, investigative, or other responsible work that demonstrated the ability to plan and organize work; maintain records; analyze problems to identify significant factors; gather data to develop solutions; and/or communicate effectively orally and in writing. -OR- A bachelor's degree or 4 years of successfully completed education above high school. The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work; -OR- A combination of successfully completed post-high school education (in excess of the first 60 semester / 90 quarter hours) and specialized experience. The education must have been obtained in an accredited business, secretarial or technical school, junior college, college or university.

Specialized Experience Requirement: GS-07: Applicants must have one (1) year of specialized experience equivalent to at least the GS-05 grade level. Specialized experience is defined as two or more of the following: Negotiate, prepare real estate activities packages, and assist with transactions in accordance with agency/organizational policies and directives; and/or Researches and extracts real estate ownership data, compiles reports on ownership information, valuation, land status, and/or water rights; and/or Receive training in real estate techniques, including the inspection of property, the assembly of comparable sales information and other real estate market data. -OR- One full year of graduate level education. The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work; -OR- An appropriate combination of graduate level education and specialized experience described above; -OR- Superior Academic Achievement (go to this site determine if you are eligible:http://www.opm.gov/qualifications/policy/ApplicationOfStds-04.asp). The education must have been obtained in an accredited college or university and demonstrate the knowledge, skills, and abilities necessary to do the work.

Salary range as shown is the locality pay area of Rest of U.S. (RUS). Pay rates vary depending on location and may be higher or lower than the amount shown. Please visit the Office of Personnel Management's website for additional information.

PROMOTION POTENTIAL: If you are selected for a position with further promotion potential, you will be placed under a career development plan, and may be non-competitively promoted if you successfully complete the requirements and if recommended by management. However, promotion is not guaranteed. The full performance level (GS-09) may vary based on location of position.
