Duties

Help
  • Participate in overall planning to assess objectives, accomplishments, and direction of the program.
  • Assist in the preparation of plans and preliminary drafts of annual program work for land and rights-of-way acquisition, exchange, and disposal.
  • Work directly with landowners and title companies to resolve complex title matters and prepares appropriate curative documents.
  • Make contacts, as needed, to gain information applicable to real estate, purchases, donations, and condemnations and exchanges.
  • Serve as a specialist and technical authority on all phases of real estate purchases and sales and appraisal activities.
  • Researches and interprets laws, policies, and regulations applicable to technical questions and novel issues.

Qualifications

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Specialized Experience Requirement:

For the GS-11: Applicants must have one year of specialized experience equivalent to at least to the GS-9 grade level. Specialized experience is defined as three or more of the following: Processes real estate projects making certain the use to be made of the land is compatible with Agency programs and objectives and that each project fully protects the public interest; and/or Makes analysis of real estate including boundary location, water rights, and other resources, public attitudes about the proposal, and special area considerations; and/or Provides technical assistance to field personnel in making investigations, surveys, appraisals, preparation and submission of reports, and negotiations; and/or Negotiates terms and conditions for real estate activities to ensure compliance with Agency standards, regulations, and policies; and/or Prepares ownership and status maps of agreement areas.

OR-

A Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related;

OR-

An appropriate combination of specialized experience and graduate level education (beyond what is required for a master's degree, i.e., more than 36 semester hours leading to a Ph.D.).

TIME IN GRADE REQUIREMENT: If you are a current federal employee in the General Schedule (GS) pay plan and applying for a promotion opportunity, you must meet time-in-grade (TIG) requirements of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. This requirement must be met by the closing date of this announcement.

Salary range as shown is the locality pay area of Rest of U.S. (RUS). Pay rates vary depending on location and may be higher or lower than the amount shown. Please visit the Office of Personnel Management's website for additional information.
