Duties

Help

This position has job functions that must be executed within a specific geographic location. The official duty station is a federal facility, leased space, or an alternative worksite (typically the employee’s home). Positions include routine telework and remote work arrangements that are geographically specific to: Washington, DC. The duty station will be determined upon selection and will be located within the geographic area described.

  • Assisting the Regional Counsel and supervisory attorneys on legal matters involving a full range of issues related to federally owned real estate and disposal of federal property or interests therein.
  • The applicant may be called upon to prepare title opinions, contracts, conveyance documents, easements, leases, licenses, releases and other legal documents, many of which are of an extremely complex and difficult nature, usually involving millions of dollars.
  • The applicant will participate in consummation of acquisitions, disposals, exchanges, transfers and donations of real property.
  • Work may require research related to relocation assistance, environmental law, historic preservation, taxes, real estate financing, fiscal law, and authority for unique transactional approaches, analysis of unusual fact patterns relative to real property transactions, suggesting or providing advice on proposed legislation, reviewing correspondence, recommending appropriate contract clauses and other agreement provisions, and developing solicitations.
  • Additional duties may include advising on the laws, regulations, and guidance applicable to agency programs, including procurement, facilities management, fiscal/appropriations law issues, the Freedom of Information Act, and environmental law.
  • The applicant may be called upon to support GSA or Department of Justice litigation attorneys in defending bid protests or contract claims, and, on occasion, may take the lead in litigation matters.
  • The applicant will serve as a Deputy Standards of Conduct Counselor and ethics official, providing authoritative ethics advice and opinions for General Services Administration, National Capital Region employees on matters such as post-employment conflicts, gift rules, and the Hatch Act.
  • The applicant will perform other legal functions as assigned.

  • Receive authorization from OPM on any job offer you receive, if you are or were (within the last 5 years) a Schedule A, Schedule C, or non-career SES political appointee
  • Serve a one year trial period, if required.
  • Undergo and pass a background investigation (Tier 2 investigation level).  You must be granted this clearance before you can start the job.
  • Have your identity and work status eligibility verified if you are not a GSA employee.  We will use the Department of Homeland Security (DHS) e-Verify system for this.  Any discrepancies must be resolved as a condition of continued employment.
  • Complete a financial disclosure report to verify that no conflict, or an appearance of conflict, exists between your financial interest and this position.
  • Complete a “Declaration of Federal Employment” (OF-306) to determine suitability for Federal employment.

TheGS-14 salary range starts at $126,233.00 per year.

If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.  

To qualify, you must possess all of the following: 

  1. Successful completion of a full course of study in a school of law accredited by the American Bar Association and possession of at
    least the initial professional law degree (J.D.);
  2. Bar Membership: You must be an active member of the bar; in good standing of a State, a Territory of the United States, District of
    Columbia or Commonwealth of Puerto Rico; and
  3. Experience: Applicant must have at least 4 years of experience as a licensed practicing attorney, commensurate with the duties
    and responsibilities of the position, with at least 3 years of specialized experience and/or familiarity with one or more of the
    following areas: 1) Real estate transactions; and 2) Disposal of federal real estate.

Preferred Qualifications

  • Prior experience in the following areas is preferred: disposal of federal real estate; real estate transactions; and environmental
    or historic preservation laws. Familiarity with the Federal Property and Administrative Services Act of 1949, the Federal
    Management Regulation, the National Environmental Policy Act, the National Historic Preservation Act is preferred.
  • Prior experience in the following additional areas is beneficial: federal government contract law; fiscal/appropriations law;
    acquisition of real estate for the United States; interagency transactions; disposal of federal personal property; and federal
    property management.

This job is being filled by an alternative hiring process and is not in the competitive civil service. It is excluded from provisions of the career transition assistance program.
