Duties

Help

As a Program Manager (Non-Reimbursable Detail), GS -0301-13/14/15, your typical work assignments may include the following:

  • Serving as a consultant to senior level officials and policy makers within the Executive Office of the President (EOP), OMB, and across the Federal agencies on assigned programs and projects. Representing the MIAO in meetings and working groups to both internal and external stakeholders.
  • Supporting the MIAD in policy formulation and the analysis and design of analytical products, including forming research questions, developing appropriate and consistent methodologies, gathering relevant data, coordinating with relevant stakeholders, synthesizing data concisely into recommendations, and overseeing final design and implementation of project plans.
  • Advising on planning and implementation; participating in defining the overall process for policy and analytical products; preparing project plans with deliverables and timelines; creating data collection and knowledge management strategies, providing oversight and analytical advice to senior officials in matters relating to projects.
  • Actively engaging with cross-functional partners to stay on message and deliver projects from initiation through completion within applicable supply chains, strategic sourcing in agency procurement and financial assistance programs, and to support domestic manufacturing overall. Working within an agile delivery methodology to develop and support sprint planning; and develops cross functional project plans, including partnership with policy makers, technology teams, vendors, and leaders and other key personnel from across the Federal government. Tracks efforts and progress across numerous cross functional teams that support US manufacturing, domestic sourcing, and diverse-owned businesses.
  • Leading change management strategies throughout the life of the projects. Fostering broad cross-functional collaboration and alignment to drive consistent communication, integrated planning, and execution. Conducting process improvement initiatives related to project scope. Ensuring sustainability of new processes.
  • Participating and managing the overall planning, direction, and success of the MIAO goals and objectives, development efforts, and ongoing initiatives that have great significance to the OMB, the EOP, and the Federal agencies.

  • If selected, your management and HR must concur with the non-reimbursable detail. A MOU will be signed with both agencies.
  • This is not a Permanent Full-Time Position. This is a non-reimbursable Detail assignment - Minimum 6 months - Maximum (1) year.
  • Detail cannot result in a promotion. Candidate must hold the grade level and/or comparable pay band by the closing date of the announcement.

Qualifications

MINIMUM QUALIFICATION REQUIREMENTS: All applicants must meet the qualification requirements outlined below to be considered minimally qualified for this position. The qualification requirements are in accordance with the OPM Qualification Standards.

GRADE REQUIREMENT: This is NOT a promotion. Applicant MUST currently be at the grade level advertised.

NOTE: A Detailee is an employee of a United States government agency on assignment or loan so applicant MUST BE A CURRENT FEDERAL EMPLOYEE TO BE CONSIDERED. All other applicants will NOT be considered*****

BASIC REQUIREMENTS: MUST BE A CURRENT FEDERAL EMPLOYEE.

AND

SPECIALIZED EXPERIENCE: Applicants must have a minimum of one year of specialized experience at a level of difficulty and responsibility comparable to the next lower grade or comparable pay band in the Federal service or equivalent experience in the private sector.

Qualifying specialized experience must demonstrate the following:

  • Experience that demonstrates strong verbal and written communication in synthesizing data from multiple sources into oral arguments and written documents.
  • Experience in Federal procurement policy, including market research and pre-award work.
  • Experience in Federal financial assistance awards related to infrastructure projects, either from an agency or recipient perspective.
  • Experience in manufacturing or construction, especially pertaining to knowledge of material purchasing and types of materials used in large infrastructure projects.
  • Experience writing policy and drafting legislative proposals.
  • Experience leading initiatives across multiple agencies.
For the GS-13: Must currently hold a GS-13 grade level or comparable pay band in the Federal service or equivalent experience related to the specialized experience listed in this announcement.

For the GS-14: Must currently hold a GS-14 grade level or comparable pay band in the Federal service or equivalent experience related to the specialized experience listed in this announcement.

For the GS-15: Must currently hold a GS-15 grade level or comparable pay band in the Federal service or equivalent experience related to the specialized experience listed in this announcement.

Experience refers to paid and unpaid experience, including volunteer work done through National Service program (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education

Education cannot be substituted for specialized experience at GS-13, GS-14, and GS-15 grade levels.
