Incumbent is responsible for all radio, television and digital content, including assignment of stories and editing, and for quality control over content distributed on all live sites and branded social media properties:
Plans and directs in collaboration with the Service Chief the development of radio, TV, and digital programming and program packages in the French language by analyzing political, cultural and economic trends in order to meet U.S. objectives and present a cohesive, listenable or watchable broadcast to the target audience.
Participates with management in the development of content and audience engagements strategies.
Conceptualizes and develops television programming that is attractive and competitive in the media market where the programming is intended to air.
Works with executive producer, producers and reporters and other staff to create appealing line-ups, prepare news-worthy reports, and book credible guests.
Oversees creation and management of the production process and all writing and copy editing of scripts in a style suitable for broadcast on all digital platforms.
Reviews and evaluates news sources and developments to identify items for coverage.
Identifies for advancing or curation news stories that are actively being discussed online.
Coordinates the work of writers, reporters, and producers involved in the preparation and production of digital content, including ensuring that website headlines and teasers are clear and interesting and materials prepared for TV rewritten into a style suitable for digital publication; checks content for substance, accuracy and balance, as well as clear style.
Speaks and writes in French language and English fluently and possesses deep knowledge of the target region, as well as the global context surrounding French- speaking countries and the region, particularly U.S. policy.
Keeps abreast of new developments in television and digital newsgathering and distribution, including the use of social media as a newsgathering tool.
Has deep knowledge of which social media platforms are popular with French speakers, not just Twitter and Facebook; and, knows the inner workings of those platforms, their strengths and weaknesses, exposes them to colleagues, and leads training on how best to use them.
Measures audience impact and constantly re-adjust to ensure continuous improvement.
As appropriate, serves as project leader on digital initiatives.
2. Supervises a team of FTEs, several Personal Service Contractors (PSC) and stringers, including journalists, broadcasters, producers, and other production support personnel:
Directs team members to fulfill Service's objectives, giving staff concrete steps on every task and assuring completion.
Serves as Contracting Officer's Representative for assigned PSCs and stringers.
Plans work to be accomplished by subordinates, set and adjust short-term priorities, and prepare schedules for completion of work.
Assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees.
Prepares Performance Elements and Standards and files annual Performance Appraisal reports for staff members.
Give advice, counsel, or instruction to employees on both work and administrative matters.
Interview candidates for positions in the unit; recommend appointment, promotion, or reassignment to such positions.
Hear and resolve complaints from employees, referring group grievances and more serious unresolved complaints to a higher-level supervisor or manager.
Effect minor disciplinary measures, such as warnings and reprimands, initiating and recommending other action in more serious cases.
Identify developmental and training needs of employees, providing or arranging for needed development and training.

Qualifications
Basic Qualifications: Applicant must have one year of specialized experience equivalent to at least the next lower grade GS-12 which is directly related to this line of work AND must be fluent (written/spoken/read) in French and English languages.
Specialized Experience is experience that has equipped the applicant with the knowledge, skills and abilities to successfully perform the duties of the position. For this position, specialized experience includes ALL of the following:
Managing activities of a professional staff supporting print, digital; and social media
Assessing, evaluating, or monitoring programs to ensure particular interest to the target audience
Leading/managing a diverse staff/team of content producers and journalists in the U.S. and abroad producing multimedia content.
Knowledge of French and the relationship with the neighboring regions and the world.
