Major duties and responsibilities include: Performs analytical, administrative, coordinating and monitoring duties related to the Purchase Card Program; Manages, administers and ensures compliance with the Purchase Card Program standards, policies and procedures at VA Medical Centers (VAMC) supported by the Network Contracting Office (NCO); Responds to direct inquires by the Office of Inspector General, the Austin Finance Center and to VAMC management; Analyzes and evaluates, on a quantitative and qualitative basis, the effectiveness of the Purchase Card Program or operations in meeting established goals and objectives; Analyzes program performance data to identify problem areas and impact, and prevent fraud and abuse; Serves as the Dispute Officer for the program; Responsible for coordinating and monitoring disputed procurements, billing errors, disputed payments, credits, etc. that are not resolved within the required time and assists or intercedes when the dispute cannot be resolved using the government cardholder dispute form; Audits the development of the program on a daily basis through the review of reports; Performs monthly reviews of undelivered and partial orders to ensure action is taken; Devises methods and approaches to deal with the particular needs of the cardholder and approving officials in all services/sections; Retrieves and cancels all cards of any employee who terminates employment or is transferred to another services; Serves as Education Liaison for the program assuring appropriate training with mandatory certification, as outlined in the purchase card guide of cardholders, approving officials, and alternate approving offices, prior to issuance of purchase cards; Develops procedures and systems for establishing, operating, and assessing the effectiveness of the Purchase Card Program and compliance of cardholders, approving officials, alternate approving officials by auditing and reviewing the different aspects of the program; Prepares and conducts audits and inspections, evaluates results, takes action on items within the incumbent's authority, and forwards action items to the responsible organization; Makes recommendations to management regarding possible action for non-compliant cardholders and approving officials; Performs other duties as assigned.
Work Schedule: Tour of Duty is 8:00 a.m. - 4:30 p.m.

Physical Requirements: The work is sedentary in nature. There are no special physical requirements. The work is performed primarily in office areas or conference rooms and similar environments.
