Summary

Position may be remote or at a Forest Service office, however duty locations will be within commuting distance of a Forest Service office within the geographic boundaries of Region 3.

This position is responsible for supporting landownership adjustments (purchase, land exchange and conveyances) as well as special uses, Forest Legacy, and other agency functions.

Duties

Help
  • Serves as appraiser or delegated review appraiser as assigned by the Regional Appraiser and provides appraisal and/or review services to National Forests in the Region.
  • Prepares written technical review reports approving or rejecting individual appraisals within delegated approval authority up to and including $10,000,000.
  • Acts independently to resolve problems with an individual appraisal or to resolve value differences between two or more appraisals with authority to take corrective action where necessary.
  • Determines whether proper valuation procedures, principles and techniques were employed in the development of appraisals and if appraisal reports conform to Federal laws and regulations. When appropriate, conducts field reviews.
  • Reviews appraisal reports submitted by either Forest Service staff appraisers or private-sector contract appraisers.
  • Prepares written reports recommending approval or rejection for appraisals exceeding that authority.
  • Instructs contract and staff appraisers with regard to applicable Federal law, Forest Service policy, and the proper appraisal premises and procedures pertinent to valuing unique or complicated properties or those involved in condemnation.
  • Assists the Regional Appraiser in planning and conducting in-house training. Such assistance includes teaching assigned segments.

Basic Requirement for the 1171 series:

For the GS-12 level:
Applicants must have one year of specialized experience equivalent to at least the GS-11 grade level. Examples of specialized experience include one or more of the following: preparing appraisals, feasibility studies/market studies, consultations, or valuation advice to technically support a real property valuation services program; serving as the real property valuation expert and representing the unit in that capacity in coordination with other agencies, individuals, and non-governmental organizations within the delegated area of responsibility; performing appraisal assignments that reflect a wide range of complexity and market values, and a wide range of property types, including but not limited to mineral interests, timberland properties, conservation and scenic easements, rights-of-way, and partial interests.

For the GS-13 level: Applicants must have one year of specialized experience equivalent to at least the GS-12 grade level. Examples of specialized experience include one or more of the following: reviewing appraisal reports submitted by staff appraisers and/or private-sector contract appraisers to determine compliance with accepted valuation procedures, principles, and techniques, as well as with Federal laws and regulations; independently resolving individual appraisal problems or resolving value differences between two or more appraisals and using authority to take corrective action where necessary; preparing written technical review reports and approving or rejecting individual appraisals; serving as a specialist and expert on technical phases of valuation relative to purchase, exchange, conveyance, and lease cases and in special use fee determinations; preparing appraisals and/or appraisal reviews of lands or interests in land for land purchases, partial interests, condemnations, land exchanges, property leases, conveyances, and rate re-determinations for special uses.

Certifications/License:
OMB Bulletin 92-06, in compliance with Title IX of the Financial Institutions of Reform, Recovery and Enforcement Act of 1989, requires Appraisers to be licensed or certified in at least one state or territory within the United States as a Certified General Appraiser. A copy of the license must be attached to your application.

You must possess a designation or accreditation from a nationally recognized professional appraisal organization that requires approved classroom training in appraisal practice, has appraisal experience requirements approved by the Appraisal Requirements Board, requires a demonstration appraisal report or appraisal review report, and administers a comprehensive qualifying examination in the attainment of the credentials. A copy of the certificate of accreditation must be attached to your application.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
