The U.S. Secret Service, Office of Chief Information Officer (OCIO), ITF&I program is responsible for strategic planning and complex problem solving as well as collaboration, analysis, design, development, and ongoing support for the centrally supported IT business systems of the United States Secret Service. The incumbent serves as the subject matter expert responsible for the research and development of complex cutting-edge IT systems and infrastructures as it pertains to the evaluation and implementation of current and future IT technologies in support of ITF&I for the United States Secret Service.

Major duties include:

Information Technology: Research & Development and IT Architecture - Evaluates and defines IT infrastructure requirements; selects hardware and software components; organizes manpower and workgroups; Oversees planning; research, testing and implementing of current and future technology.

Project Management: Leads complex innovative projects; prepares project plans, contingency plans, objectives, schedules, assigns tasks, allocates and assigns resources. 

Information Technology Performance Assessment: Carefully evaluates the positive and negative impacts of a variety of technologies (i.e. computers, peripheral devices, phones, and tablets) prior to acquisition and deployment; determines the technologies capability to meet agency security policies; scalability and efficiencies gained; and utility in terms of applications or software compatibility. 

Decision Making: Provides technical expertise and guidance to agency management regarding virtual environments, cloud networks and data architectures, and other agency-wide technology initiatives that impact large end-user populations, multiple-organizations throughout the agency; and typically requires multiple phases to actual implement into agency operations.

Qualifications

Qualifications:

You must demonstrate at least one (1) year of the defined specialized experience equivalent to the next lower grade level and meet the Office of Personnel Management (OPM) Individual Occupational Requirements (IOR).

Specialized Experience:

GS-14: You qualify at the GS-14 level (starting salary $126,233) if you possess one year of specialized experience equivalent to the GS-13 level performing duties such as researching and developing IT designs to implement, manage and execute broad, critical and complex projects relating to IT technologies; planning advanced system projects and leading task forces to resolve critical problems of IT systems requiring innovative solutions in many aspects of the projects; evaluating proposals for large scale IT solutions to manage the design and development stages of research and design projects; evaluating new or state of the art technologies prior to procurement to evaluate the effect on systems environment; developing formal policies, briefs, technology assessment or project plans detailing the strategies required to integrate new technologies into the current hardware, software and communications architecture.

Office of Personnel Management (OPM) Individual Occupational Requirements (IOR) is defined as:

  1. Attention to Detail - Identifies, addresses, and devises solutions to technical issues impacting Information Technology systems, solutions, software and technologies. 
  2. Customer Service - Works with clients and customers (that is, individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve their problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
  3. Oral Communication - Communicates technical information regarding systems performance requirements or technologies needed to meet future information technology needs in clear and concise manner to management and the user community.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations regarding the testing and evaluation of information technology systems and software.

The full performance level is GS-14.

Education

Substitution of Education is not allowed for the GS-14 grade level.
