Help

The Office of Research and Evaluation is composed of behavioral and social scientists responsible for conducting
research and program evaluation of community supervision and interventions believed to contribute to the successful supervision of offenders in the community. The office ensures accurate reporting of the Agency's supervision and programming performance measures using data extracted and analyzed from its Supervision and Management Automated Record Tracking case management system. Staff in the office is also responsible for performing predictive analytics, program evaluations, cost-benefit analyses, and a host of other mission-critical analytical support for departments across the agency. The Office of Research and Evaluation (ORE) combines empirical evidence, scientific methods, and performance reporting to trace the Agency's progress in the fulfillment of its mission; and, reports findings to internal and external stakeholders to inform and guide their decisions. With a team of statisticians, analysts, and data management specialists. ORE supports CSOSA's mission and goals by conducting rigorous program evaluation; carrying out performance measurement; using predictive analytics and Research to guide decision making; promoting good stewardship of the Agency's data; and responding to requests with accurate information.

This is the GS-1530-13 Statistician full performance level. At the GS-11 grade level, this position is considered developmental. The incumbent performs Statistician work. Conducts analysis and evaluation projects focusing on informing agency practices that promote successful offender performance while on supervision including graduated sanctioning responses, performance in substance abuse treatment, vocational development and employment-skill matching. Supports build and maintenance of the Agency's Enterprise Data Warehouse and Business Intelligence Reporting Portal that stores mission-critical data,
management reports, and performance measures.

Supports the design and specification of data collection and processing, tabulation and visualization protocols, sampling, matching, and estimation procedures and analytic techniques to ensure high quality research products and services;

Trains technical staff regarding methodological, statistical, computational, or visualization techniques and procedures to increase awareness of and appropriate use of available tools and ensure high quality research products and services; Provides support to technical staff planning and conducting program evaluations; serves as first-line reviewer of prospective research designs; and recommends and monitors appropriate methodologies and techniques. Recommends, reviews, and monitors prospective mathematical, statistical, computational, or reporting techniques and procedures; serves as second-line subject matter expert for data collection and mathematical, statistical, computational, or reporting techniques and procedures; documents the evaluation of data sources to determine applicability, usability, and limitations for research, evaluation, and performance measurement and improvement efforts.

Prepares, or directs the preparation of written briefings, memoranda, letters, opinions, transmittals, and recommendations on substantive issues and findings for audiences. Develops and drafts items such as rules and notices. Researches and prepares final background and decision papers for the signature of the agency director, including organizing, analyzing and summarizing relevant reports and publications.

Collects, recovers, assembles manages, manipulates, and synthesized appropriate data to support research, evaluation, and performance measurement and improvement products. Develops research plans that apply valid scientific techniques to support research, evaluation, and performance measurement and improvement products and ensure research answers questions as unambiguously as possible. Performed computational, mathematical, and statistical work to support research, evaluation, and performance measurement and improvement efforts.

Develops and proposes predictive models exploiting patterns in historical and transactional data to predict
trends and behavior patterns to guide and enhance decision making.
Conducts and oversees data mining efforts and develops related research products including detecting
anomalies in database fields, searching and detecting associations among database fields, discovering
groups and structures among database fields, generalizing and classifying data, modeling data to describe
population processes, and summarizing patterns in data to provide compact narrative or visual
representations of data, increase understanding of trends and patterns in data, and aid custodial and treatment
decisions among program and operations decision makers.

GS-11 Qualification Requirements
To minimally qualify for GS-11 position, you must meet all the following requirements (Basic Requirement and Specialized Experience):

Section - A Basic Requirement
This position has a positive education or combination experience requirement. To qualify for this position, you must meet one of the basic requirements described below: Bachelor's degree that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.

OR

Combination of education and experience: courses as shown in Section A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance. In addition to meeting the basic requirement, qualified applicants must possess one year of specialized experience equivalent to the next lower grade (GS-09) in the Federal service, which demonstrates the ability to perform the duties of the position. Specialized experience is defined as experience conducting a statistical analysis by collecting and analyzing data in order to discern patterns and trends using quantitative research by applying statistical and mathematical methodologies and techniques. This includes using statistical techniques to experimental design, data analysis, sampling, forecasting, quality control, and operational research for an organization, company, or agency. Assisting in statistical studies and projects, develop study design plans, evaluate progress of the study, and create or collaborate in preparing statistical reports on the results of a statistical analysis study or research project. Assisting in the development of professional papers or reports on statistical studies or surveys. Experience using statistical software packages and computer database tools.

OR - (Substitute for Specialized Experience at the GS-11 grade level)

3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree that is directly related to the position can be substituted to meet the Specialized experience requirement only.

Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-09 or higher grade in Federal Service.

Specialized experience is defined as experience conducting a statistical analysis by collecting and analyzing data in order to discern patterns and trends using quantitative research by applying statistical and mathematical methodologies and techniques. This includes:

  • Applying advanced statistical techniques to experimental design, data analysis, sampling, forecasting, quality control, and operational research for an organization, company, or agency.

  • Applying data mining, data modeling, and machine learning using various statistical software programs to extract and analyze information from large structured and unstructured data sets.

  • Conducting statistical studies and projects, develop study design plans, evaluate progress of the study, and create or collaborate in preparing statistical reports on the results of a statistical analysis study or research project.

  • Developing and/or presenting professional papers or reports on statistical studies or surveys.

  • Providing technical expertise to support complex statistical analyses.

  • Working knowledge of statistical principles, theories, techniques, and methods to conduct complex statistical review and analyses projects.

  • Planning and executing a variety of complex projects and develop recommendations requiring technical and administrative judgment.

Education is not substitutable for specialized experience at the GS-13 grade level.

Time-in-Grade:
Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-12 or higher grade in Federal Service.
