GS-11 Qualification Requirements
To minimally qualify for GS-11 position, you must meet all the following requirements (Basic Requirement and Specialized Experience):
Section - A Basic Requirement
This position has a positive education or combination experience requirement. To qualify for this position, you must meet one of the basic requirements described below: Bachelor's degree that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.
OR
Combination of education and experience: courses as shown in Section A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance. In addition to meeting the basic requirement, qualified applicants must possess one year of specialized experience equivalent to the next lower grade (GS-09) in the Federal service, which demonstrates the ability to perform the duties of the position. Specialized experience is defined as experience conducting a statistical analysis by collecting and analyzing data in order to discern patterns and trends using quantitative research by applying statistical and mathematical methodologies and techniques. This includes using statistical techniques to experimental design, data analysis, sampling, forecasting, quality control, and operational research for an organization, company, or agency. Assisting in statistical studies and projects, develop study design plans, evaluate progress of the study, and create or collaborate in preparing statistical reports on the results of a statistical analysis study or research project. Assisting in the development of professional papers or reports on statistical studies or surveys. Experience using statistical software packages and computer database tools.
OR - (Substitute for Specialized Experience at the GS-11 grade level)
3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree that is directly related to the position can be substituted to meet the Specialized experience requirement only.
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-09 or higher grade in Federal Service.

Applying advanced statistical techniques to experimental design, data analysis, sampling, forecasting, quality control, and operational research for an organization, company, or agency.

Applying data mining, data modeling, and machine learning using various statistical software programs to extract and analyze information from large structured and unstructured data sets.

Conducting statistical studies and projects, develop study design plans, evaluate progress of the study, and create or collaborate in preparing statistical reports on the results of a statistical analysis study or research project.

Developing and/or presenting professional papers or reports on statistical studies or surveys.

Providing technical expertise to support complex statistical analyses.

Working knowledge of statistical principles, theories, techniques, and methods to conduct complex statistical review and analyses projects.

Planning and executing a variety of complex projects and develop recommendations requiring technical and administrative judgment.
Education is not substitutable for specialized experience at the GS-13 grade level.
Time-in-Grade: Current or former federal employees who have held a GS position in the preceding 52 weeks, must meet the time in grade requirement. Applicant must have served 52 weeks as a GS-12 or higher grade in Federal Service.

Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. |
