The incumbent serves as a Budget Analyst and reports directly to the Assistant Budget Director, Execution. S/he performs budget development, formulation and/or execution functions for assigned programs or administrative budget areas.

Prepares, reviews and edits agency and office budget submissions for reasonableness, accuracy, and conformance with procedures and guidelines. Provides support to managers and program specialists in the budget formulation process. Compiles background and historical data and documentation to assist in the development of budget estimates and justifications, and to identify operating costs.

Works with managers and program specialists in the development of annual work plans and schedules for the execution of approved budgets. Negotiates budget funding amounts, timing and changes with program managers, monitors budget, and recommends reprogramming of funds as needed.

Interprets complex regulations, directives and polices and provides authoritative advice and assistance to program managers. Analyzes the impact of new or proposed legislation on the organization's budget. Recommends reprogramming and adjustments to work plans to account for changes in funding levels, program changes, and unanticipated expenses.

Compiles data and prepares a variety of ad hoc and reoccurring reports and analyses related to financial management issues such as the status of funds, obligations, FTE usage, etc.

Monitors, reviews and reconciles commitments, obligations, reimbursable orders, etc. Assures that obligations incurred and resulting expenditures of funds are in accordance with pertinent laws and regulations. Identifies potential issues and provides recommendations for resolution of budgetary problems. Identifies opportunities and recommends process improvements to the budgetary processes, policies and procedures.

Maintains complex databases, registers and other budget tracking systems employed by the organizations. Tracks obligations, expenditures and the flow of funds. Ensures fund availability for the processing of obligating documents.

Work with teams to clean and prepare data for analysis, and analyze data elements and systems, data flow, dependencies, and relationships to contribute to data-centric strategy and decision making. Consult with stakeholders and customers to identify the appropriate data, methodological approach, and design. Derives meaning from available financial data and ties findings and conclusions to problem statement.

Performs other related duties as assigned.

Applicants must have 1 year of specialized experience equivalent to the next lower grade level in the Federal service which provided the applicant with the knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following:
  • Experience formulating, justifying, presenting, and/or executing the budgets for one or more programs;
  • Experience monitoring budget and recommending reprogramming and adjustments to account for changes in funding level, program changes, and unanticipated expenses; and
  • Experience recommending process improvements to budgetary processes, policies, and procedures.
Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Your resume should include the dates of all qualifying experience (from month/year to month/year) and the number of hours worked/volunteered per week.

Recruitment Incentives: Payment for relocation expenses will not be authorized for this position. A recruitment bonus will not be offered. Repayment of student loans will not be offered. Private sector work experience may be approved as credit for your Annual Leave accrual.
