As an Education Program Specialist, GS-1720-9, you will be responsible for:

•  The incumbent serves in a developmental position performing professional work in the Office of Indian Education; an educationally related program (or group of programs) directed towards improving American education. Program objectives are achieved through the management of grants, contracts, and loans, as well as through professional leadership and expertise.
•  Serves as a program officer in support of discretionary grant programs. Performs assignments related to program review (i.e., monitoring and technical assistance), to each assigned grantee. Participates in special initiative, meeting planning; develops and monitors contract activities.  
•  Provides technical assistance in the administration and management of funded projects. Provides advice to applicants with reference to requirements for submitting proposals for grants and contracts and appropriate ways to develop program proposals to be submitted in applications. Revises and evaluates proposals under consideration for awards of grants and contracts. Makes funding and policy recommendations to the program staff concerning pending awards and related matters.  
•   Visits projects for the purpose of evaluation. In consultation with other program staff, writes reports and makes recommendations regarding the renewal of on-going projects.

Minimum Qualification Requirements
You may meet the minimum qualifications for the GS-09, if you possess the specialize experience, education, or a combination of the two.

Specialized Experience for the GS-09

One year of experience in either federal or non-federal service that is equivalent to at least a GS-07 performing two (2) out of three (3) of the following duties or work assignments:
1. Experience with tribal, local, state or federal laws, regulations and policy with respect to specific grant program requirements and accountability. 
2. Experience interpreting grant programs and their function, and be able to identify areas where there may be issues and challenges with respect to discretionary grant programs and be able to identify the sources necessary to mediate the challenge.
3. Experience providing technical support to advise applicants on the requirements for submitting contract and/or grant proposals.

OR

EDUCATION (see EDUCATION SECTION of the vacancy announcement)

OR

A combination of both education and experience in which the total percentages must equal at least 100 percent to qualify an applicant for that grade level.

Knowledge, Skills, and Abilities (KSAs)
The quality of your experience will be measured by the extent to which you possess the following knowledge, skills and abilities (KSAs). You do not need to provide separate narrative responses to these KSAs, as they will be measured by your responses to the occupational questionnaire (you may preview the occupational questionnaire by clicking the link at the end of the Evaluations section of this vacancy announcement).

1. Knowledge of professional education principles and techniques used in the evaluation of proposals and projects for improved education.
2. Knowledge of grant process to anticipate issues, conceptualizes, and executes strategies to support grant management and provide technical assistance to grantees.
3. Ability to resolve basic problems or issues by application of precedents or established methods and practices.
4. Ability to communicate effectively (orally and in writing) to make recommendations to management.

Education

Applicants must meet the basic requirements listed below in addition to the specialized experience and/or education requirement for GS-09.

Degree: that included or was supplemented by at least 24 semester hours in a field related to the work of the position to be filled, of which at least 9 semester hours must have been in education courses.

OR

Combination of education and experience -- at least 24 semester hours in a field related to the work of the position to be filled, of which at least 9 semester hours must have been in education courses, plus appropriate experience or additional education. The experience must reflect the level and kind described in C below.

OR

Four years of experience that demonstrated a thorough understanding of the principles and practices underlying the work of this series. This experience must have been of such character and diversity to demonstrate that the applicant possesses an understanding of the field comparable to that normally acquired through successful completion of a full 4-year course of study in an accredited college or university.

OR

At least 1 full academic year of professional teaching experience. This experience is defined as full and primary responsibility, under general supervision, for instruction of assigned students in an accredited school or institution. This includes responsibility for preparing and presenting lessons and for evaluating students' progress, including a determination of the students' success or failure according to established criteria. Serving in an assistant capacity to a professor without the authority to determine the students' success or failure to meet course requirements does not meet this criterion.

              Two years of graduate education (beyond a bachelor’s degree).

              A master's degree or equivalent degree. or

              LL.B. or J.D., if related

              or

              A combination of specialized experience and education that when taken as a percentage of the required education and experience total 100% or more.
