Help

The HR Specialist Training and Accelerated Readiness (HR STAR) is a one-year training program. Get started on a path to a VA career by applying to one of two career tracks:

  • Recruitment, Placement, and Compensation
  • Employee Relations and Labor relations

As part of this virtual training program, you'll receive training to prepare you to work at VA as an HR specialist. You'll be paired with a preceptor who is dedicated to monitoring, mentoring, and supporting your success as you navigate through the program. You'll progress from foundational to intermediate training, applying your new skills first in a scenario-based training environment and then, with your preceptor's oversight and supervision, to live assignments.

Major Duties Include:

  • Providing Human Resources guidance and consultation.
  • Researching and analyzing Human Resources issues.
  • Communicating orally and in writing to provide factual Human Resources information.
  • Ensuring compliance with applicable Human Resources regulations and procedures.
  • Recommending solutions to Human Resources issues.
  • Completion of a training program that encompasses the following Human Resources functions to include: Recruitment/Placement/Compensation and Employee and Labor Relations.
Work Schedule: Monday-Friday, 8:00 a.m.-4:30 p.m.

Physical Requirements: No special physical exertion is required. Occasional travel may be required.
Promotion Potential: Trainees may be placed non-competitively up to the GS-12 once the training is successfully completed, and job qualifications at the higher-grade level are fully achieved. Promotions and permanent placement are not entitlements and are dependent on trainee conduct and performance. A final placement grade depends on the hiring grade, TIG restrictions, and trainee performance.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement.

To qualify for the GS-9 grade level: One year of specialized experience (equivalent to the GS-07 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: experience that has provided you with knowledge of rules, procedures and/or operations to perform a wide variety of procedural assignments pertaining to Human Resources; serving as a point of contact for questions related to Human Resources processes

OR

Applicants may substitute education for the experience required for the GS-9 level. To qualify based on education for this grade level you must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to a master's degree or a LL.B or J.D. YOU MUST SUBMIT TRANSCRIPTS.

OR

Applicants may also combine education and experience to qualify at the GS-09 level. To calculate, first identify the percentage of required education you have earned. Then identify the percentage of required experience you possess. Add the two percentages. The total percentage must equal at least 100 percent to qualify at the GS-09. For example, an applicant with 6 months of appropriate specialized experience equivalent to GS-07 (50 percent of the experience requirement for GS-09) and 1 year of successfully completed graduate education (50 percent of the education requirement for the GS-09) would qualify for a GS-09 position. YOU MUST SUBMIT TRANSCRIPTS.

To qualify for the GS-11 grade level: One year of specialized experience (equivalent to the GS-09 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized experience includes: experience interpreting laws, regulations, executive orders, HR policies and procedures as they pertain to HR issues; providing HR advice and to management officials and employees.

OR

Applicants may substitute education for the experience required for the GS-11 level. To qualify based on education for this grade level you must have a a Ph.D or equivalent doctorate degree, or 3 full years of progressively higher level graduate education leading to such a degree or LL.M. YOU MUST SUBMIT TRANSCRIPTS.

OR

Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond two years of graduate level education to qualify. YOU MUST SUBMIT TRANSCRIPTS.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
