The primary purpose of this position FINANCIAL MANAGEMENT SPECIALIST, GS-0501-07 TARGET GS-0501-11 is to serve as a DoD financial management specialist performing assignments that include special projects such as detection of financial problems, research and resolutions, system improvements and upgrading of existing financial services.

Duties

Help

  • Perform financial analysis associated with annual appropriations such as Operations and Maintenance (O and M), multi-year funds.
  • Monitor budget execution and administration work involving the obligations incurred and the actual expenditures from different sources and types of funding.
  • Evaluate and advise management of programs in attaining goals and objectives, developing and presenting management control charts.
  • Provide technical and administrative instructions on Dormant Account Review Quarterly (DARQ).
  • Serve as a focal point for Defense Enterprise Accounting and Management System (DEAMS).

Qualifications

Experience requirements are described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management. Due to the use of 120-day rosters, this period of experience may be completed within 120 days of the closing date of this announcement.

TARGETED POSITIONS: This position may be filled at the GS-07, GS-09, or GS-11 level. Attainment of knowledge, skills, and abilities is required before promotion to the next higher grade and is dependent on demonstrated ability to perform the duties of the next higher grade level, meeting all regulatory requirements, and recommendation for promotion by the supervisor. Promotion is neither implied nor guaranteed.

SPECIALIZED EXPERIENCE GS-7: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-05 level or equivalent in other pay systems. Examples of specialized experience includes: Skill in applying basic principles, concepts, and practices of the occupation sufficient to perform entry-level assignments. Ability to effectively communicate information clearly, orally and in writing. Ability to gather and analyze basic facts and draw conclusions.

EDUCATION: Applicant must have completed 1 full year of graduate level education or superior academic achievement. NOTE: You must submit copies of your unofficial transcripts with your application if using education as a substitution of experience.

COMBINATION OF EXPERIENCE AND EDUCATION: An equivalent combination of successfully completed, qualifying education and experience may be used to meet total experience requirements. Specialized experience directly related to the work of the position may be used to meet the requirements of this position. Education in excess of a completed 4-year course of study leading to a bachelor's degree may be used to qualify applicants for the GS-7 level. SPECIALIZED EXPERIENCE GS-9 Applicants must have at least one (1) year of specialized experience at the next lower grade GS-07 level or equivalent in other pay systems. Examples of specialized experience includes: knowledge of analysis, evaluation, fact-finding, and investigative techniques in order to gather data, identify significant factors, and recommend a solution from a number of possible alternatives. Skill in applying the principles, concepts, and practices of the occupation sufficient to perform moderately difficult assignments.

EDUCATION: Applicant must have a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. COMBINATION OF EXPERIENCE AND EDUCATION: An equivalent combination of successfully completed, qualifying education and experience may be used to meet total experience requirements. Specialized experience directly related to the work of the position may be used to meet the requirements of this position. Education in excess completed 1 full year of graduate level education or superior academic achievement and specialized experience may be used to qualify applicants for the GS-9 level. SPECIALIZED EXPERIENCE GS-11 Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09 level or equivalent in other pay systems. Examples of specialized experience includes: knowledge of the principles, concepts, and theories of the classified title, and the standard practices, methods, and techniques of the occupation sufficient to perform difficult, but well-precedented assignments. Ability to communicate clearly, concisely, and with technical accuracy, both orally and in writing, as well as work in an appropriate manner with peers and management. Ability to learn and apply analytical investigative techniques to accomplish work in the subject-matter field.

EDUCATION: Applicant must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in-­grade requirements to be considered eligible. One year at the GS-05 level is required to meet the time-in-grade requirements for the GS-07 level. One year at the GS-07 level is required to meet the time-in-grade requirements for the GS-09 level. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:
1. Knowledge of DoD budgetary and commonly used accounting practices, methods, and techniques and generally accepted accounting principles and standards.
2. Knowledge of DoD missions, functions, goals, objectives, work processes and sources of funding pertinent to installation base and tenant organizations.
3. Knowledge of sources of factual information about and related to process of financial analysis, such as that found in accounting reports, payroll records, work reports, or inventory and supply data.
4. Knowledge of DoD automated data processing concepts and financial management systems capabilities to accomplish accounting tasks.
5. Skill in recording and classifying financial data.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This position requires a Level 2 Certification under the DoD FM Certification Program as a condition of employment IAW the National Defense Authorization Act (NDAA) 2012, Public Law 112-81, Subtitle F-Financial Management, Section 1599d, and the DoDI 1300.26, Operation of the DoD Financial Management Certification Program. Incumbent of this position must obtain this certification within two (2) year of entry into this level. Once certified, the incumbent must meet the continuing education training requirement as outlined in the DoDI 1300.26.
