The Cybersecurity & Information Technology Directorate helps reduce the risk of fraud, inappropriate disclosure of sensitive data, unauthorized disclosure of customer information, cost overruns and inefficiencies of systems, IT contract and regulatory noncompliance, and disruption of critical operations and services. The directorate assesses whether Postal Service information resources provide the highest level of security, reliability, and value expected by Postal Service customers.

The Network Processing Directorate's mission to process mail in an efficient, low cost manner while processing this mail as expeditiously as possible in order to meet or beat service standards. This mission is accomplished through the use of state of the art automated and mechanized equipment that will allow mail, to the fullest extent possible, be sorted in delivery point sequence. Our audit work focuses on answering the Office of Audit's "Really Big Questions" regarding cost and service. Network Processing has taken the really big questions and broken them down into manageable, definable issues on economy, efficiency, effectiveness, and service as it relates to the existing network. Network Processing conducts risk assessments and uses risk modeling to identify those plants and districts at risk.

Candidates will be evaluated on the skills that they possess that are directly related to the duties of the position and the experience, education and training that indicate the applicant's ability to acquire the particular knowledge and skills needed to perform the duties of the position. The USPS OIG uses a Pay Banding system, which is equivalent to the Federal GS scale. Grade and salary determinations will be made based upon a candidate's education and professional experience.

This position is being advertised at the Manager Band level, equivalent to a GS-14. The salary range for this position is $115,072.00 - $164,102.00. The salary figures INCLUDE locality pay for all posted locations. Please review OPM's GS Schedule for each location's range.

Please note that the duties and responsibilities associated with this position may vary based upon the agency's needs at the time of hire. The following description of major duties and responsibilities is only intended to give applicants a general overview of the expectations.

The candidate will provide a full range of supervision to staff and manage other related projects as assigned. The candidate will be highly motivated and demonstrate experience in planning, conducting, and executing complex tasks and assignments. Duties include, but are not limited, to:

  • Manages audit projects to ensure that professional standards are maintained in the planning, fieldwork, and reporting phases and in the accumulation of evidentiary data that is technically sound and meet OIG and professional standards
  • Manages staff responsible for performing financial related audits, evaluations, assessments, and/or reviews
  • Coaches, mentors, and develops staff by communicating job expectations; monitoring and appraising job results; addressing performance issues; and providing actionable feedback and career development opportunities
  • Provides oversight and coordination of contractors to accomplish Office of Audit mission and objectives while adhering to established regulations, guidance and policy, and meeting acceptable standards for timeliness, accuracy, quality, and completeness
  • Establishes and maintains productive working relationships and consistent professional communications with Postal Service management and staff
  • Schedules projects and staff assignments and manages budget so as to comply with the organization's needs. Reviews and approves the objective, scope, and methodology of each project
  • Provides technical expertise, support, and guidance to staff on administrative activities. Prepares various reports, correspondence, and briefings
  • Presents oral briefings to management
  • Manages staff responsible for accumulating data, maintaining records, and preparing periodic reports to Congress and senior management on audit activities

  • Must be able to obtain and maintain a Top Secret (Tier-5) or Moderate Background Investigation (MBI) security clearance.

  • May be required to successfully complete a 12-month probationary period.

Qualifications

MINIMUM QUALIFICATIONS

You must meet ALL of the minimum qualifications listed below.

  • A Bachelor's degree in accounting or auditing, or a degree in a related field such as business administration, finance, or public administration which included 14 credit semester hours in accounting. Credit semester hours may include up to 6 semester hours of credit in business law
  • At least five (5) years of experience, conducting financial, program or performance audits in accordance with Generally Accepted Government Auditing Standards to determine the efficiency and effectiveness of programs, functions, and operations

DESIRABLE QUALIFICATIONS
  • Experience managing a team of professional employees including monitoring and addressing performance issues and providing actionable feedback.
  • Experience in effectively scheduling and staffing projects and managing travel and training budgets
  • Certified Public Accountant (CPA), Certified Internal Auditor (CIA), or related certification
  • Advanced degree in accounting or any other related business degree

EVALUATION FACTORS
You must have the experience, knowledge and skills as listed in EACH of the evaluation factors. Failure to demonstrate that you meet all of the evaluation factor requirements as listed below will result in a score of zero (0); an ineligible status, and you will not be referred for further consideration. Include your major accomplishments relevant to the position requirements in your resume.
  • Knowledge of auditing theory, concepts, and standards and knowledge of advanced audit techniques for designing, planning, directing, and executing audits, evaluations, assessments, and/or reviews.
  • Ability to apply effective project management skills and to provide the full range of technical and administrative supervision to professional audit staff.
  • Ability to maintain effective liaison relationships with auditees, audit organizations, and other interested parties on significant audit matters and to resolve issues or problems.
  • Ability to develop and review written audit reports and correspondence that are clear, concise, and convincing.
  • Ability to effectively communicate orally and in writing to present project results to senior officials.

Failure to demonstrate that you meet all evaluation factor requirements will result in a score of zero (0). Upon receipt of a zero score, you will be deemed "not minimally qualified," and you will not be referred for further consideration.
