Duties

Help

As a Supervisory Auditor (Performance), GS-0511-14, you will perform the following major duties:

  • Coordinates, plans, and supervises complex and sensitive audits, inspections, or evaluations covering Department programs, activities, and its contractors and grantees. Assignments may involve performance audits; financial audits; contract and grant audits; evaluations; inspections; follow-up assessments; quality assurance reviews; special projects; verification reviews; and technical assistance or liaison for the Department.
  • Provides supervision, direction, and general oversight to all phases of the technical and administrative operations of office staff, which include auditors and evaluators.
  • Plans, assigns, and manages the work of the office; sets goals; establishes timelines; and determines scope and parameters. Provides counsel to staff on administrative and technical matters.
  • Supervises assignments performed by subordinate staff to ensure compliance with AIE policies and operating procedures, Government Auditing Standards, and Council of Inspectors General on Integrity and Efficiency (CIGIE) Quality Standards for Inspection and Evaluation
  • Ensures that all reports submitted to the Director conform with applicable standards and contain logical and clearly supported conclusions and recommendations that drive positive change and promote accountability.
  • Briefs internal management orally on the work performed. Attends meetings with DOI management officials of all levels to explain and justify findings and recommendations. Uses tact and persuasion to negotiate an understanding of the issues/problems and acceptance of recommendations or develop appropriate alternatives that positively impact and improve the performance of the Department's programs.

  • Time-in-grade requirement - Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • Auditors in the Office of Inspector General are subject to stringent restrictions on interest in, or ownership of, Federal lands and energy resources. An annual conflict of interest statement is required.

Minimum Qualifications GS-14 :

You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the federal service performing all of the following:

  • Planning, performing and leading complex or comprehensive audits to ensure that assignments contain logical and clearly supported conclusions and recommendations that enhance program performance and promote accountability.
  • Leading an audit team which includes coordinating team member assignments, reviewing work performed by others, and advising on audit issues encountered.
  • Contributing to the preparation of an annual risk assessment or audit work plan.
  • Preparing and reviewing work papers and audit reports for accuracy and adherence to applicable standards.

Education

You must meet the Basic Education Requirement for positions in the Auditor series

  1. Degree: auditing; or a degree in a related field such as business administration, finance, public administration, or accounting.

    or

  2. Combination of education and experience: at least 4 years of experience in Performance Auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:

    1. A certificate as a Certified Internal Auditor or a Certified Public Accountant, obtained through written examination; or
    2. Completion of the requirements for a degree that included substantial course work in auditing or accounting, e.g., 15 semester hours.
FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.
