Summary

This position is an Operations Research Analyst assigned to the Office of Spatial Analysis and Visualization (OSAV) of the Bureau of Transportation Statistics (BTS) within the U.S. Department of Transportation (DOT).  The BTS is the Principal Federal Statistical Agency that provides objective, comprehensive, and relevant information on the extent and use of the Nation’s transportation system, how well the system performs, and the effects of the system on society and the environment.

Duties

Help

As a Operations Research Analyst, you will:

  • Develop and conduct geospatial transportation network analyses.
  • Assist in development and updates to the National Transportation Atlas Database, a set of nationwide geographic databases of transportation facilities, transportation networks, and associated infrastructure.
  • Develop multimodal freight and passenger network modeling capable of supporting intermodal network analysis.
  • Serve as a technical expert and advisor to develop geospatial network analysis tools and applications for BTS.
  • Foster the development of outreach/communication and education strategies for BTS transportation network analysis products and tools in coordination.
  • Collaborate in various forums with federal agencies to advance an understanding of freight and passenger geospatial and network analysis, trends and issues and supports advancement of a national dialogue on transportation, in support of BTS priorities and mandates.

The ideal candidate is mid-career professional with expert knowledge and demonstrated experience in the use, design, evaluation and application of national or multi-state transportation network analysis principles, methods and tools for commodity and passenger flows, business patterns, vehicle activity and transportation network performance. The ideal candidate is experienced in transportation and multimodal transportation issues from an industry or governmental perspective, with knowledge of the social, economic and environmental factors that affect demand for transportation and use of the transportation system by persons and business entities. The candidate is adept at collaborating with public and private transportation stakeholders on the implementation and communication of transportation network models.

PLEASE NOTE: Candidates referred for an interview will be required to prepare an oral presentation and conduct an analytical review of a transportation related topic. The topics for the presentation and the analytical review will be provided to the applicant four (4) days prior to the scheduled interview.

CONDITIONS OF EMPLOYMENT:

  • REMOTE WORK: This position may be eligible for Remote Work.  Remote work is an arrangement in which an employee works at an approved alternative worksite (e.g., from home) that is at a location away from the agency worksite. Remote work location will be determined upon/after selection and may affect locality pay.  The difference in salary is determined by the locality pay in each location. Qualifications

To meet the minimum qualifications for this position, you must meet the education AND specialized experience qualifications for the grade at which you are requesting consideration.

To qualify for the GS-13, you must have at least one year of specialized experience equal or equivalent to the GS-12 grade level in the following:

  • Experience developing and maintaining geospatial based multimodal freight and passenger network modeling, analysis programs and tools. Skills in applying advanced analytical, mathematical or statistical theories, principles, concepts, methods and techniques related to statistical analysis, decision theory, mathematical programming and regression analysis, sufficient to design and develop the most appropriate techniques for transportation network analysis.

To qualify for the GS-14, you must have at least one year of specialized experience equal or equivalent to the GS-13 grade level in the following:

  • Experience serving as a technical expert who develops and maintains geospatial based multimodal freight and passenger network modeling, analysis programs and tools. Mastery of skills in applying advanced analytical, mathematical or statistical theories, principles, concepts, methods and techniques related to statistical analysis, decision theory, mathematical programming and regression analysis, sufficient to design and develop the most appropriate techniques for transportation network analysis.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Transportation Research – knowledge of various research methods including but not limited to modeling, visualization and simulation utilized in transportation analysis and evaluation, and expert knowledge of major data sources that support transportation analyses and modeling as well as the limitations regarding the application and use of these data in conducting analyses.
  2. Technical Knowledge - skills in applying geo-spatially distributed data and expert knowledge of transportation network modeling and impact assessment concepts, principles, techniques and practices at the local, state, corridor and regional levels.
  3. Communication - Writes in a clear, concise, organized, and convincing manner for the intended audience. Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.

Education

Basic Requirements:

Degree: in operations research; or at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.
