The primary purpose of this position is: The Special Mission Systems Flight is responsible for maintenance of United Stated National Data Center (US NDC). The US NDC is a 24/7 operational system-of-systems which processes seismic, hydroacoustic and infrasonic data collected in near-real-time from a global sensor network to monitor nuclear test treaties.

Duties

Help

  • Technical Documentation Specialist for the development of the Center's nuclear treaty monitoring systems, overseeing the development, validation, processing, distribution, and rescinding of technical documentation in accordance with policies, practices, standards, regulations, and directives affecting government publications for military applications.
  • Develops policies and procedures for configuration management and sanitation of technical documentation.
  • Monitors coordination of the publication processing sequence through the various organizations and contractors to ensure suspense dates are maintained and technical manuals are published in time frames consistent with current operational guidelines.
  • Interfaces with subject matter experts such as senior geophysicists, systems engineers, software engineers, geophysical analysts, National Laboratory scientists, and system operators to coordinate and advise on issues related to the Flight's technical documentation requirements development, production, and distribution.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions.

This is a GG-11 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-11 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-11 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job

BASIC REQUIREMENT OR INDIVIDUAL OCCUPATIONAL REQUIREMENT:

EDUCATION: Undergraduate and Graduate Education:Must have included a total of 15 semester hours in an appropriate scientific, technical, or social science field(s), and at least one course above the introductory level in the field(s) covered by the position. For technical manuals and specifications writers or editors, the equivalent of 15 semester hours may have been gained through vocational or educational training above the high school level at a public, private, or Armed Forces school.

OR

EXPERIENCE:
Experience that required substantial subject-matter or technical knowledge of the field. This experience must have demonstrated the ability to acquire and present technical information through independent reading, interviews with subject-matter specialists, observation of tests and experiments, interpretation of blueprints or diagrams, or other appropriate methods. Such experience may have been acquired as a writer or editor of technical reports, articles, manuals, or specifications.

In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Substantial knowledge of the technical publication industry; solid understanding of policies, practices, procedures, regulations, and specifications peculiar to acquisition, development and publication of technical manuals that support operation and maintenance of mission specific systems equipment; must be proficient in the use of electronic publishing techniques that incorporate state of the art software and hardware. Note: Creditable experience may include previous military experience, experience gained in the private sector, or experience gained in another government agency.

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  1. Knowledge of the technical publication and a solid understanding of policies, practices, procedures regulations, and specifications peculiar to acquisition, development and publication of technical manuals that support operation and maintenance of mission specific systems equipment.
  2. Knowledge of security procedures to maintain control of classified material.
  3. Skill in the use of electronic publishing techniques that incorporate state of the art software and hardware.
  4. Ability to advise and assist authors during the writing stage and to verify critical information using their own knowledge supplemented by research and consultation with other subject experts.
  5. Ability to examine the organization, length, and tone of the material and edit the text for clarity and accuracy in accordance with AFTAC, Air Force, DoD, and US Government standards.
  6. Ability to consult on design and graphics with customers.

CONDITIONS OF EMPLOYMENT CONTINUED:
  • Position is designated special-sensitive and requires eligibility for access to Sensitive Compartmented Information (SCI), other intelligence-related Special Sensitive information, or involvement in Top Secret Special Access Programs (SAP) to fully perform the duties and responsibilities of the position. A non-disclosure agreement must be signed.
  • Drug Testing: This position has been designated by the Air Force as a Testing Designated Position (TDP) under the Air Force Civilian Testing Program. Employee must pass initial and periodic short notice drug testing. Illegal drug use by employees in sensitive positions presents a clear threat to the mission of the Air Force, national security, and public safety.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
