  • Carry out a full range of statistical work including planning, coordinating, computational analysis, statistical data analysis, monitoring collection, and dissemination activities for large scale censuses, surveys, and/or research projects.
  • Lead and/or participate on teams to move the team towards the completion of defined goals.
  • Prepare and communicate complex technical issues to a variety of audiences.
  • Serve as a technical expert for various large-scale censuses, surveys, and/or research projects.
  • Direct and supervise the planning and execution of technical assistance related to large-scale surveys or censuses.

If hired for this position with the Census Bureau, at its headquarters office located in Suitland, Maryland, you will be expected to temporarily telework to maximum extent while the headquarters building is being renovated.  Once permitted to return to the office building, you will be expected to do so within 30 calendar days of receiving notification.  At that time, you may be eligible to continue to telework or work remotely two or more days a pay period consistent with the Census Bureau's flexible telework and remote work policies and approval from your supervisor.

Qualifications

Basic Requirements:

A. Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.

OR

B. Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

Grade Level Requirements: 

In addition to meeting the Basic Entry Requirement above, applicants must have the experience listed below:


Specialized Experience: For the GS 14, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-13 in the Federal service. Experience for this position includes:  Planning, monitoring, collecting, analyzing, and disseminating large-scale survey or census data; leading a diverse team and setting priorities to manage multiple concurrent activities; experience communicating with subordinate staff to achieve goals in the prescribed time frames; experience as a first level supervisor to include interviewing applicants, making selections and proposing performance and conduct related actions; communicating complex technical issues in person and in writing with a variety of audiences; and experience in the use of statistical techniques and methods with large-scale censuses, surveys, and/or research projects.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Education cannot be substituted for experience at this grade level.
