Summary

This position is located in the National Oceanic and Atmospheric Administration (NOAA), National Marines Fisheries Service (NMFS), Southeast Fisheries Science Center (SEFSC) with one vacancy in Location Negotiable After Selection, US.  The negotiable location will be at a NMFS office within the states.

This position will not be fully remote and the incumbent will be expected to report to and work from an NMFS office within the listed areas.

Help

As a Computer Scientist/Physical Scientist/Fish Biologist,  you will perform the following duties:

  • Lead and manage a collaboration team environment to curate and explore various data (e.g., hydro-acoustic geospatial, high resolution imagery and videos) for the design, development, evaluation and application of Artificial Intelligence (AI) and Machine Learning (ML) capabilities and new automated analytical workflows.
  • Direct and oversee multi-disciplinary teams to design, develop and/or evaluate AI/ML capabilities, develop and propose new solutions, collect, maintain and analyze data, and conduct research resulting in proof of concepts demonstrating the automation of AI workflows.
  • Work across teams and apply expert scientific and technical knowledge to define requirements and develop research projects from idea creations to system evaluation, with emphasis on data curation in support of these projects.
  • Develop new capabilities and integrated workflows to increase efficiency of processing and preparing data for research projects; establish, configure, document, test and maintain application software and data management tools; and execute technical research projects, track progress and present technical material in a variety of forums (conferences working groups, program review, etc.).
  • Work with a variety of data types, including but not limited to, imagery and videos, geospatial, hydro-acoustic and fisheries dependent and independent catch and effort; maintain awareness of employs and document state-of-the-art solutions to automate processing and evaluation of large volumes of data to support research project needs and stock assessment.

The ZP-3 is equivalent to the GS-11/12.  

The ZP-4 is equivalent to the GS-13/14.  

The Full Performance of this position is a ZP-4.

Qualifications

EDUCATION: 

To qualify for the 1550 Series:

Basic Requirements: This position requires applicants to meet a Basic Education Requirement in addition to at least one year of specialized experience in order to be found minimally qualified. You MUST meet one of the following basic education requirements:

  • Degree: Bachelor's degree in computer science or Bachelor's degree with 30 semester hours in a combination of mathematics, statistics, and computer At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus. All academic degrees and course work must be from accredited or pre-accredited institutions.

To qualify for the 1301 series:

Basic Requirements: This position requires applicants to meet a Basic Education Requirement in addition to at least one year of specialized experience in order to be found minimally qualified. You MUST meet one of the following basic education requirements:

  • Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and

OR

  • Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

To qualify for the 0482 series:

BASIC REQUIREMENTS: This position requires applicants to meet a Basic Education Requirement in addition to at least one year of specialized experience OR substitution of education for experience OR combination (if applicable) in order to be found minimally qualified. You MUST meet one of the following basic education requirements:

  1. Degree: major in biological science that included:
  • At least 6 semester hours in aquatic subjects such as limnology, ichthyology, fishery biology, aquatic botany, aquatic fauna, oceanography, fish culture, or related courses in the field of fishery biology AND;
  • At least 12 semester hours in the animal sciences in such subjects as general zoology, vertebrate zoology, comparative anatomy, physiology, entomology, parasitology, ecology, cellular biology, genetics, or research in these fields. (Excess course work in aquatic   subjects may be used to meet this requirement when appropriate.)

 OR

  • Combination of education and experience: courses equivalent to a major in biological science (i.e., at least 30 semester hours), of which a minimum of 6 semester hours were in aquatic subjects and 12 semester hours were in the animal sciences, as shown in A above, plus appropriate experience or additional education.



SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service.  Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position.  This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.

To qualify at the ZP-3 or GS-11:

SPECIALIZED EXPERIENCE: In addition to meeting the Basic Requirements above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the ZP-2 or GS-09 in the Federal service.  Specialized experience MUST include all of the following:

  • Assisting in developing and applying Machine Learning capabilities to resolve solutions from data collected and analyzed from technical research projects; and
  • Contributing to processing and evaluating data to support research projects needs and stock assessments for marine fish 

SUBSTITUTION OF EDUCATION: 3 years of progressively higher level graduate education leading to a Ph.D. degree OR Ph.D. or equivalent doctoral degree.

OR

COMBINATION OF EDUCATION AND EXPERIENCE: A combination of education and experience as described above.

NOTE: Only graduate education in excess of two years is qualifying for combination.

To qualify at the ZP-4 or GS-13:

SPECIALIZED EXPERIENCE: In addition to meeting the Basic Education Requirements above, applicants must also possess one full year (52 weeks) of specialized experience equivalent to the ZP-3 or GS-12 in the Federal service. Specialized experience MUST include all of the following:

  • Leading, managing or overseeing  the collection and analysis of curate data (e.g. hydro-acoustic, geospatial, imaginary and videos) for applying Artificial Intelligence (AI) and Machine Learning capabilities;
  • Utilizing software and data management tools to develop, evaluate and apply Artificial Intelligence and  Machine Learning techniques to demonstrate AI workflow; and
  • Conducting technical research projects and developing application software responsible for collecting and displaying AI workflow data.


 

Education

College Transcript:  If you are qualifying based on education, submit a copy of your college transcript that lists college courses detailing each course by the number and department (i.e., bio 101, math 210, etc.), course title, number of credit hours and grade earned. You must submit evidence that any education completed in a foreign institution is equivalent to U.S. education standards with your resume.   You may submit an unofficial copy of the transcript at the initial phase of the application process. If course content cannot be easily identified from the title of the course as listed on your transcript, you must submit an official course description from the college/university that reflects the content at the time the course was taken.

Note: Your college transcript is used to verify successful completion of degree, or college course work.  An official college transcript will be required before you can report to duty.

You will be evaluated for this job based on how well you meet the qualifications above.
