This position is for a Data Scientist (Data Program/Business Intelligence Analyst) who will assist FCC investigators in the Enforcement Bureau (Bureau) dissect large data sets so that staff can stop people and companies from breaking the law.  This position will utilize data analytical programs, visualizations, and business intelligence tools to effectively analyze available data to demonstrate evidence of fraud and misconduct that violate Federal laws and/or FCC rules.  The data scientist will work with investigators and other stakeholders to manipulate large structured and unstructured datasets to develop insightful solutions to complex problems in order to demonstrate sufficient evidence of violations.  The data scientist will be expected to identify key patterns, trends, connections, and insights derived from enforcement and other investigative data, including business records and financial data, and convey findings in an easily understood visual format.

The data scientist will develop automated reports, dashboards and applications using statistical programming technologies and other business intelligence tools for use by EB staff and management.  The data scientist will also implement visual and mapping tools to analyze investigations involving high volumes of structured and unstructured data.  The data scientist will be expected to conduct reviews of business processes and business intelligence applications to identify whether and how enhancements should be made so that the Bureau can operate more efficiently and effectively.

Qualifications

Applicants must meet eligibility and qualification requirements by the closing date of this announcement.  Current Federal employees asking to be considered under Merit Promotion procedures must meet time-in-grade requirements by the closing date of this announcement.  

Candidates must meet the educational and specialized experience requirements outlined below in order to be deemed as qualified. 

A. Education

Bachelor's degree in Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.

B. Specialized Experience

GS-14

Applicants must possess at least one year of specialized experience which is equivalent to the GS-13 level in the Federal Service. Specialized experience is defined as follows:

  1. Experience utilizing data analytics programs, visualizations, and business intelligence tools to effectively analyze available data.
  2. Experience identifying key patterns, trends, connections, and insights derived from data.
  3. Experience manipulating large unstructured and structured datasets to develop insightful solutions to complex data related problems.
  4. Experience developing automated reports, dashboards and applications using statistical programming technologies.
  5. Experience participating in, consulting, coordinating and/or leading teams, workgroups or committees in the establishment of data collection and project execution plans.

OR

C.  A combination of both education and experience

You will be evaluated for this position on the following Knowledge, Skills, Abilities and Other characteristics (KSAOs):

  • Knowledge of and experience with coding in the SQL language
  • Knowledge of HTML, python, and the C and R programming languages
  • Ability to analyze and evaluate large sums of data
  • Ability to provide data visualizations in charts, graphs, etc.
  • Ability to communicate technical, data related matters to non-technical audiences

How You Will Be Evaluated-DEU Hiring Procedures

The FCC determines the BEST QUALIFIED CANDIDATES based on the major job related competencies and evaluation of your knowledge, skills, and abilities reflected in your application and supporting documents using the CATEGORY RATING PROCESS.

All eligible applicants under Delegated Examining (DEU) will be placed in one of the following three categories:

1. Highly Qualified (Score 90-100) - the applicants possessing a background that demonstrates a superior level of major job related competencies and possession of all evaluation criteria;

2. Fully Qualified (Score 80-89) - the applicants possessing a background that demonstrates a satisfactory level of major job related competencies and possession of the evaluation criteria; and

3. Minimally Qualified (Score of 70-79)- the applicants possessing only the specialized experience described in the vacancy announcement. An automated score is administered based on the on-line application process used.

Eligible applicants will receive a numerical rating based on their responses to the job specific questions for this position. Application of Veterans Preference: The category rating process does not add veterans' preference points or apply the "rule of three" but protects the rights of veterans by placing them ahead of non-preference eligibles within each category. Preference eligibles who meet the minimum qualification requirements and who have compensable service-connected disability at least 10 percent MUST be listed in the highest quality category, except when the position being filled is scientific or professional at the GS-9 grade level or higher.

A selecting official may make selection from the highest quality category ("HIGHLY QUALIFIED") provided no preference eligible in that category is passed over to select a non-preference eligible in the same category. Merit Promotion Procedures

Applicants under Merit Promotion will be considered in accordance with the agency's merit promotion plan and union agreement.

Under Merit Promotion procedures, applicants must meet the qualifications criteria and receive a score of 90 in order to be deemed as BEST QUALIFIED.  Candidates who ask to be considered non-competitively only have to receive a score of 70.
