Summary

About the Position: Works in the Programs and Project Management Division under supervision of the Branch Chief. Responsible for management of assigned civil works projects and assigned projects managed by USACE St Louis for other federal agencies.

This position will be located in St. Louis, MO and will allow for situational telework only. This position is NOT eligible for Full Time telework.

Duties

Help
  • Implements corporate decisions, guidance, laws, regulations, and policy in the development of the project and intermediate products (e.g. feasibility reports, and design memorandum) in support of the program.
  • Controls and manages project milestones and budgets from preliminary assessments through construction and initial operations.
  • Reviews project progress, measuring performance and taking necessary corrective actions to maintain agreed upon schedule and cost.
  • Coordinates the planning, design, cost engineering, construction and environmental considerations.
  • Represents the District Commander, serving as the district's primary point of contact for projects assigned with customer, Federal, state and local government agencies, Congressional interests, other external organizations and higher authorities.
  • Serves as the district's primary point of contact for customer and other external agencies on assigned projects.
  • Projects managed are complicated by local stakeholder interests; technical issues; interests of Federal, state and local government agencies, business and industry groups, and private citizens and a variety of statues and regulations.
  • Allocates project funds to district elements, consistent with scheduled work, and measures and monitors performance to assure commitments of all parties are being maintained.

GS-11 Qualifications:

Specialized Experience: One year of specialized experience which includes assisting in the execution the planning, design, and/or construction phases of civil works or environmental projects; recommending adjustments to project plans, schedules, or budgets; resolving technical and/or administrative project problems between team members, stakeholders, and/or contractors. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09).

OR

Education: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as engineering or architecture.

OR

Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.

GS-12 Qualifications:

Specialized Experience: One year of specialized experience which includes executing the planning, design, and/or construction phases of civil works or environmental projects; formulating and/or adjusting project plans, schedules, or budgets; and leading and/or managing a team in the planning or execution of projects. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-11).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job at the GS-12, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

  • Position may be filled as a temporary promotion or temporary reassignment NTE 13 months by a current permanent Army employee. Temporary promotions or reassignments may be extended up to a maximum of five years, and may be made permanent without further competition.
  • Position may be filled as a temporary appointment NTE 13 months, if candidate is not a current permanent Army employee. Temporary appointments may be extended up to a maximum of three years.
