Help

Duties include, but are not limited to:

  • Conducting facility audits for Continuous Readiness Review and Remediation (C3R) activities that are required by Privacy Compliance Assurance (PCA), and establishing the maintenance of a formalized records management program for the Privacy Office.
  • Receiving and responding to amendment requests to include but not limited to medical record amendments and name change requests/amendments.
  • Monitoring the Privacy & Health Insurance Portability and Accountability Act (HIPAA) annual training requirements, assist the Privacy and FOIA Officer(s) with internal privacy investigations, receive and support amendments, FOIA requests.
  • Coordinates appointments, meetings, and conference calls.
  • Ensures briefing materials are prepared.
  • Provides advice, assistance, and guidance in response to questions or problems posed by staff concerning Privacy and FOIA.
  • Interacts with facility employees and Veterans to ensure an understanding of the facilities initiatives towards privacy guidelines.
  • Manages all incoming and outgoing correspondence and routes correspondence of a technical nature to appropriate staff.
  • Performs general filing duties to include the use of alphabetical, numerical, or chronological filing systems to file reports, correspondence, records, publications, regulations, directives, and similar material in the electronic filing systems.
  • Uses knowledge of the capabilities, operating characteristics, and advanced functions of a variety of software types, to include Microsoft Office, Teams, SharePoint, Live Meetings, Access, PSETS, FOIAXpress, etc. to improve the efficiency and/or effectiveness of office operation and determines the type of software to be used for the specific job.
  • Integrates data from various types of software to produce final products, which are accurate and meet the needs of the office; develops methods for automating recurring reports; and applies all knowledge of the functional capabilities of different software types to select the most appropriate ones.
  • Uses knowledge of the Privacy Act and HIPAA requirements, and ability to discreetly handle confidential personnel and medical information to monitor release of medical information.
  • Conducts Privacy Awareness and FOIA training classes to include New Employee Orientation (NEO), New Supervisor Training (NSO) and New Provider Training (NPO), and Administrative Officer (AO) Training.
  • Assists the Privacy Office with Environmental of Care (EOC) rounds and audits to include Community Based Outpatient Clinics (CBOCs).
  • Assists the Privacy Officers with internal privacy investigations and incidents when a privacy allegation or known occurrence of privacy incident, privacy complaint and/or observation occurs.
  • Assists the FOIA Officers with FOIA requests. Entering and logging FOIA requests into the FOIAXpress System, uploading documents, and updating privacy tracker as needed.
  • Provide advice, assistance, and guidance in response to questions or problems posed by the Veterans, staff, service line leaders and other staff concerning Privacy.
  • Responsible for protecting data from unauthorized release or from loss, alteration, or unauthorized deletions, and following applicable regulations and instructions regarding access to computerized files.
  • Manage and tracks all incoming and outgoing correspondence, perform general filing system (manually and electronically) and filing all records as appropriate in accordance with the RCS 10-1.
  • Performs other related duties as assigned.

Work Schedule: Monday - Friday, 8:00 A.M. - 4:30 P.M. (subject to change based on agency needs)

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/17/2022.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-06 position you must have served 52 weeks at the GS-05. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-05) in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Knowledge of agency/administration programs and organization in order to advise staff on requests for release of information, complaints, and allegations of improper conduct; knowledge of HIPAA, HIPAA Privacy Rule, and agency requirements related to collection, use, maintenance, storage, and release of health information; knowledge of the interrelationship between HIPAA and other Federal privacy laws, such as the Privacy Act and FOIA; effective oral and written communications skills; preparing written responses, reports, and information materials for a wide range of audiences. maintaining a system of internal monitoring that identifies potential organizational risks through trending and severity.

  • Education: Applicants may substitute education for the required experience. As a general rule, education is not creditable for this position; however, graduate education may be credited in those few instances where the graduate education is directly related to the work of the position. OR,

Physical Requirements: The work is sedentary. Typically, the employee sits comfortably to do the work. However, there may be some walking, standing, bending, carrying of light items such as papers, books, etc. No special physical demands are required.
