This virtual assignment is a temporary appointment - not-to-exceed 12 months (1 year). The selected candidate will serve as the Safety Risk Management Coordinator for FTA’s Safety Risk Management Program.

Duties

Help

As a Program Manager (Safety Risk Management Coordinator), you will:

  • Manage the implementation of the Safety Risk Management Program for FTA.
  • Serve as the liaison between the various components of the SRM program, including the Safety Risk Analysis Cadre (SRAC), Safety Assessment Team (SAT), Executive Safety Review Board (ESRB) and other workgroups that support the SRM program.
  • Conduct data-driven transit safety hazards analyses, using established industry quantitative methodologies and apply hazard analyses results and outputs to conduct risk assessments, using established industry quantitative methodologies.
  • Document the hazard analyses and risk assessments in the form of reports and proposals for mitigations and mitigation management plans and present the results to the SAT and/or the ESRB.
  • Lead a group of technical experts for safety risk analysis which includes planning, budgeting, administering, developing and leading a staff team and contractors responsible for technical analysis work, progress tracking and reporting and communications.
  • Prepare and deliver briefings, memos, presentations, and other written materials to internal and external audiences on complex issues relating to transit safety research and analysis and provide expert opinion and recommendations to management.

The ideal candidate for this position is a mid-level program manager with demonstrated capabilities in applying risk management and analytic techniques, and strong leadership and communication skills.

  • PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed).
  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience requirements.

To qualify for the Grade 14, you must have at least one year of experience equal or equivalent to the GS-13, it must include:

  • Experience analyzing quantitative and qualitative data to assess risk.
  • Experience managing a complex program that involves working collaboratively within and across divisions and/or offices.

KNOWEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Program Management
