U.S. citizens who meet the five Executive Core Qualifications (ECQs) to include current SES employees, SES reinstatement eligible, or Candidate Development Program Graduates.
Under the general direction of the General Counsel and the Civil Service Deputy General Counsel, the Assistant General Counsel, Division for Global Health (AGC/GH) is primarily responsible for providing professional legal advice and assistance to USAID's senior management officials, including the Administrator, the Counselor, and senior officials in the GH Bureau, on issues related to U.S. Government responses to complex international health issues, family planning and reproductive health, infectious diseases (including COVID-19 and HIV/AIDS), and nutrition.
Incumbent serves as the principal expert at USAID on health programs and ensures that USAID health programs are conducted in compliance with the statutory and policy requirements.
Incumbent provides timely advice and support to enable USAID to respond to the evolving needs of GC/GH's clients while assisting Agency decision makers in managing legal and reputational risks in a demanding global health environment.
Incumbent is responsible in his/her own capacity, under direction of the General Counsel, for all legal and related policy advice on issues arising with respect to the assistance programs noted above and for coordinating the advice of subordinate legal officers.

TECHNICAL QUALIFICATIONS - MANDATORY
You will be evaluated on the following Technical Qualifications:
TQ1 - Demonstrated professional mastery of laws, regulations, and policies relating to the provision of global health programming in a global development context, including advising senior Agency leadership on complex, sensitive, and high-profile issues in the areas of family planning and reproductive health, maternal and child health, nutrition, infectious diseases, and health systems. Your experience should also demonstrate your ability to advise leadership on the application of complex and nuanced issues raised by statutes and regulations, and policies.
TQ2 - Demonstrated executive-level experience leading and managing a team providing legal advice to a large-scale agency program in the Executive Branch, to include providing guidance and counsel to agency leadership, ensuring agency compliance with applicable laws, and developing and disseminating agency policy and guidance on laws related to global health programming. Your experience should demonstrate success in advancing a client's priorities and interests in internal and external (e.g., interagency, Congress, other development partners) fora.
All applicants must have completed the requirements for the law degree (J.D. or LL.B) from a law school accredited by the American Bar Association and be an active member in good standing of the bar of a State, the District of Columbia, the Commonwealth of Puerto Rico, or a territory of the United States.
Foreign Education: If you are using education completed in a foreign college or university to meet the qualification requirement, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program.
