Qualifications

To be eligible, an applicant must be a recent graduate who has obtained a qualifying associates, bachelors, masters, professional, doctorate, vocational or technical degree or certificate from a qualifying educational institution within the previous 2 years or other applicable period.
Certain veterans precluded from applying within the timeframe described above due to a military service obligation, shall have a full 2-year period of eligibility upon his/her release or discharge from active duty. However, in no event, may the individual's eligibility period extend beyond 6 years from the date on which the individual completed the requirements of an academic course of study.

In order to assess you meet a qualified status for this position and to refer you to the hiring manager, the agency must be able to determine that you meet the qualifications based on completed education, specialized experience, and/or both - please be sure to include this information in your resume. To be creditable, experience must have been equivalent in difficulty and complexity to the next lower grade of the position to be filled.

In addition to meeting the Recent Graduate eligibility requirement, to qualify you must have one year of specialized experience equivalent to the GS-5 level. Examples of specialized experience may include: Applying standard financial techniques to complete reconciliations and financial reports. Following-up on financial action items. Researching regulatory material to locate appropriate procedures for various financial transactions. Assisting higher level employees in performing more complicated financial assignments. OR 1 full year of graduate level education or superior academic achievement or Superior Academic Achievement.

Superior Academic Achievement: Applicants may qualify for the GS-7 based on Superior Academic Achievement in one of three ways: grade point average, class standing, or membership in a national scholastic honor society.

  • GPA: GPA of 2.95 or higher out of a possible 4.0 ("B" or better) as recorded on official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.45 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.
  • Class Standing: Applicants may qualify if they have graduated and were ranked in the top third of the graduating class.

Travel and relocation expenses will not be paid by the Department of the Interior. Any travel, transportation and relocation expenses associated with reporting for duty in this position will be the responsibility of the selected employee.

The official worksite for the selectee is the duty station identified in this vacancy announcement. The selectee will typically report to this duty location on a regular and recurring weekly basis. The selectee may be allowed to telework with supervisor approval.

This is an excepted service, developmental experience appointment expected to last only 1 year under the BLM Pathways Recent Graduates Program. The BLM will require the selected applicant to complete a Participant Agreement in which it shall document the anticipated start and end dates for this developmental appointment. The agency may noncompetitively convert a Recent Graduate who is a U. S. citizen to a term or permanent appointment in the competitive service, as long as the Recent Graduate successfully completes the BLM's 1 year developmental program and meets the OPM Qualification Standards for the targeted occupational series.
