Duties

Help

The selectee will provide duties as the Supervisory Morale, Well-being and Recreation (MWR) Specialist. This individual will serve as the Chief of the MWR Business Section with responsibility for overall management of the pizza parlor, all ranks club, golf course, guest house, RV lot, appropriated funds (APF) and non-appropriated funds (NAF) accounting operation technical. The Supervisory (MWR) Specialist will also provide administrative guidance on complex issues, unusual conditions, problems and or questions.

Typical work assignments include:

  • Planning and assigning work to the section activity managers and other MWR personnel.
  • Developing performance standards, providing periodic performance feedback and prepares formal evaluations of employee performance for GS, NAF and military personnel and evaluates quality of work.
  • Ensuring data, facts and necessary statistics are maintained to program funds for 5 fiscal years.
  • Providing Branch Chiefs with distribution of appropriated funds, tracks spend-down, transaction summary reports and certifier for all Purchase Requests (PRs) and reconciliation.
  • Developing long and short-range plans for recreation and community support services and determines resources needed to support the Business Section program.
  • Establishing standards, reviews priorities, goals, objectives, and policies of subordinate activities.
  • Proposing advice on immediate and long term alternatives to correct unfavorable financial conditions.
  • Overseeing various data systems, tracks assets, revenues, expenditures and financial status of MWR operations and two accounting technicians.
  • Developing, planning and determining facility requirements and works with the MWR Director in renovation and new construction of MWR facilities.

Qualifications

At the GS-11 the applicant must have one year of specialized experience equivalent to the GS-09 (in the Federal sector). Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include: managing various types of facilities (e.g., gymnasiums; swimming pools, golf driving ranges, hobby shops, etc.) in support of wellness and recreational activities; directing a staff at multiple facilities; participating in program planning and budget for a recreational program; evaluating effectiveness of programs and developing recommendations for updating equipment and recreational programs; serving as a technical expert on the development and/or administration of wellness and recreation programs; developing a budget (appropriated and non-appropriated funds) for a health and recreation program; leading subordinates to perform functional assignments.

OR at least one of the following if using education to qualify at this grade level:

(A) a Ph.D. or equivalent doctoral degree; OR

(B) 3 full years of progressively higher level graduate education leading to

such a degree or LL.M., if related.

(C) A combination of specialized experience equivalent to the GS-09 level in or related to the work of this position AND education graduate level education that provided the specific knowledge, skills and abilities to successfully perform the duties of this position and experience. Experience and education combinations are computed by first determining the total qualifying experience as a percentage of the experience required for the grade level; then determining the total of qualifying education as a percentage of the education required for the grade level; and then adding the two percentages. The total percentages must equal at least 100 percent to qualify at that grade level.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This is a supervisory position, under provisions of the Civil Service Reform Act, first time supervisors and/or managers will be required to serve a one-year probationary period.
