Help
  • Serves as Labor Relations Officer and chief negotiator of the management team for contract negotiations.
  • Leads Center negotiations with labor union representatives on new programs, initiatives, and changes that impact bargaining unit employees.
  • Provides advice and guidance to every level of management regarding all labor management issues and programs.
  • Oversees the formulation and presentation of management's position to the union and for developing compromises and new approaches within the scope of matters authorized by the Federal Labor Relations Authority (FLRA) statutes.
  • Participates in resolving complaints and grievances, explaining proposed changes in Center organization and policies, and in responding to questions brought by the union.
  • Reviews and strategizes on the labor relations program activities and provides advice, and/or makes decisions on multi-faceted issues.
  • Serves as the technical expert on all labor relations matters including programs and policies. Provides advice, comments and recommendations on potential changes to Agency/Federal policy and regulations.

Qualifications

You must have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above.

To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level

  • Providing technical expertise and consultation on matters related to labor relations and its policies and practices
  • Collaborating with management to develop and propose solutions toward resolving complex labor relations issues
  • Conducting negotiations and applying statutory and regulatory guidance and laws in resolving unfair labor practice
    complaints, grievances, appeals, and other Federal labor relations cases
  • Establishing and maintaining effective relationships with labor organizations that represent Federal employees
