Help

PROGRAM ELIGIBILITY REQUIREMENT:

To be eligible for the Post-Secondary Student Authority an individual must be:

  • Currently Enrolled and seeking a degree (e.g., baccalaureate or graduate) at a qualifying educational institution/program on a part-time basis for the upcoming FALL 2022 semester.
-OR-
  • Accepted for Enrollment to pursue a degree (e.g., baccalaureate or graduate) at a qualifying educational institution/program on a part-time basis for the upcoming FALL 2022 semester. The individual must complete enrollment requirements prior to appointment.

QUALIFICATION REQUIREMENTS:
  • GS-07: Completion of 1 full academic year of graduate-level education. One year of full-time graduate education is considered to be the number of credit hours that the school attended has determined to represent 1 year of full-time study. If that information cannot be obtained from the school, 18 semester hours should be considered as satisfying the 1 year of full-time study requirement. Part-time graduate education is creditable in accordance with its relationship to a year of full-time study at the school attended. OR eligibility under Superior Academic Achievement: A bachelor's degree from an accredited college or university AND one of the following provisions of superior academic achievement:
  • TRANSCRIPTS or other applicable education documents (e.g., acceptance letter) are required at the time of application to verify program eligibility and qualification requirements. You must submit an unofficial transcript from your Institution attesting to your possession of the required education. All unofficial transcripts must include the following: current overall GPA, enrollment status, major, and the number of credits for each course. If you do not submit a transcript indicating your possession of the required education, you will not be considered for this position.   • Superior Academic Achievement: A bachelor's degree from an accredited college or university AND one of the following provisions of superior academic achievement: NOTE: If you are claiming S.A.A. you must provide an unofficial transcript at the time of application that documents this claim:
    • A grade-point average of "B" (3.0 or higher on a 4.0 scale) for all completed undergraduate courses or those completed in the last two years of undergraduate study. For example, 2.95 is rounded to 3.0, and 2.94 is rounded to 2.9.
    • A grade-point average of 3.5 or higher on a 4.0 scale for all required courses completed in your major field of study, or those required courses in your major completed in the last two years of your undergraduate study.
    • Rank in the upper one-third of your class in the college, university, or major subdivision.
    • Membership in a national honor society (other than freshman honor societies) recognized by the Association of College Honor Societies

Salary Range:

  • GS-07, Step 1 rate range: $21.44 - $26.33 per hour (depending on location)
Expanded/Maximum Telework Posture: Due to COVID-19, the agency is currently in a maximum telework posture. If selected, you may be expected to telework upon your appointment. As employees are permitted to return to the office, you may be required to report to the duty station listed on this announcement, even if your home/temporary telework site is located outside the local commuting area. Your position may be eligible for workplace flexibilities which may include remote work or telework options, and/or flexible work scheduling. These flexibilities may be requested in accordance with CMS' Master Labor Agreement.

Duration of Appointment:
  • This is a Temporary Appointment for a specified period not-to-exceed (NTE) January 28th, 2023. At the agency's discretion, the appointment may be extended in increments up to a maximum of 24 months of total service. Appointment extensions should coincide with the student's academic curriculum.
Conversion Eligibility: An agency may non-competitively convert a Post-Secondary Student to a permanent position within the same agency, provided the employee:
  • Has completed a course of study leading to the baccalaureate or graduate degree (or certificate as appropriate);
  • Has completed 640 hours of current continuous employment;
  • Meets the OPM qualification standards for the position the student will be converted to; AND
  • Meets time-in-grade requirements.
Post-Secondary Students who are converted to a permanent position may be placed into a position with an established career ladder with a full performance level of GS-12.
