This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

Duties

Help
  • Provide recommendation of acquisition methodology, requirements for special terms, clauses and/or provisions, and defines the acquisition plan based on input from the Project Managers, users, engineers and other functional specialists.
  • Provides policy and acquisition guidance to personnel engaged in planning and scheduling acquisition actions, to ascertain they adhere to policies, suitability of recommendations.
  • Provide contract policy and acquisition guidance; review, prepare and participate in the preparation of acquisition procurement documents (e.g. acquisition plans and strategies, technical evaluations, Justification and Approvals.
  • Participates in a variety of conferences and meetings with procurement agencies, and officials of lateral and higher command levels to exchange and coordinate information on critical issues.
  • Serve as lead analyst, responsible for planning, recommending and persuading senior leadership and contracting officers on acquisition strategies and contractual changes for long-term acquisition programs.

  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Acquisition Career Field- Contracting certification within 48 months as of entrance on duty.
  • This position requires pre-employment Financial Disclosure Statement OGE Form 450 and annually thereafter.
  • Position requires incumbent to obtain and maintain a security clearance at the Secret level.
  • This position requires business travel (TDY) to other duty locations 10% of the time.

In order to qualify, you must meet the experience and education requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Basic Requirement for Procurement Analyst, GS-1102-14:Degree: Bachelor's degree (or higher degree) from an accredited educational institution and at least 24 semester hours in any combination of the following fields: accounting, business, finance, law, contracts, purchasing, economics, industrial management, marketing, quantitative methods, or organization and management. (The 24 semester hour requirement can be obtained within the bachelor's degree OR in addition to the degree.)

Exemption: You are exempt from the education requirements above if (A) you are a current DoD employee, in any occupational series, who has served on or before September 30, 2000, as follows: (1) Served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the SAT in any Federal agency, OR (2) Served as a military member in a comparable military occupational specialty; OR (B) you are a current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before September 30, 2000.In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: One year of specialized experience equivalent to the GS-13 grade level in the Federal service which includes ; 1) Experience soliciting, evaluating, negotiating, and awarding contracts (2) Experience administering contracts ensuring compliance with the terms and conditions and accomplishment of technical objectives (3) Experience developing acquisition strategies and conducting acquisition planning (4) Experience recognizing problems, analyzing solutions, and making appropriate recommendations (5) Performing pre-award and post-award activities such as preparation of work statements and independent government cost estimates; coordinating technical evaluations; conducting contractor performance monitoring; certifying invoicing; and, reviewing monthly technical reports).
