This is a Direct Hire Authority (DHA) solicitation for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service.

Duties

Help
  • Plans, organizes, and directs human capital, operations, resource management, acquisitions and agreements, logistics, and strategic planning and communications, supporting the Army AI Center
  • Ensures staff functioning, work planning, execution of work, quality of work, internal and external personnel administration, observance of regulation, and other similar matters are accomplished as required.
  • Supervises subordinate military and civilian supervisors ranging in grades up to and including Lieutenant Colonel and GS-14 oversee human capital, operations, resource management, and acquisitions.
  • Evaluates effectiveness of the Army AI Center through review of reports, correspondence, observation of operations and activities of subordinate commands and field activities affected through field visits, conferences, and meetings.

  • Position requires incumbent to obtain and maintain a security clearance at the Top Secret level.

  • Position requires one year Supervisory probationary period.
  • This position requires business travel (TDY) to other duty locations 25% of the time.
  • This position requires a 3-year tenure agreement. Must sign DD Form 2888 (Critical Acquisition Position Service Agreement) and execute, as a condition of employment, a written tenure agreement.
  • This is an Army Acquisition, Logistics and Technology Workforce position. Selectee must meet position requirements for Acquisition Career Field- Contracting certification within 48 months as of entrance on duty.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.

Specialized Experience: One year of specialized experience which includes; 1) Interpret policies based on regulations, directives from higher echelon, management principles and ethics governing the conduct of work; (2) Oversee analysis of organization financial statements/audit summaries with budget execution recommendations; (3) Advise Director on policy regarding budget development and allocation of resources including preparation of funding plans in accordance with Congressional and federal guidelines; (4) Supervise acquisition personnel and/or projects with extensive contracting oversight and expertise; (5) Provide expert technical advice to supervisory staff, senior leaders, and management officials in support of the organization. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS-14 or above)

  • This position requires Level III certification in Acquisition Career Field- Contracting or the incumbent must be able to obtain certification within 24 months of appointment.
  • Selectees must sign an AAC written tenure agreement to remain in the Federal service in this position for at least three (3) years.
  • This position requires you to submit a Confidential Financial Disclosure Report (OGE450) upon entry, and annually thereafter.
