Summary

The Earth Science Data Information System (ESDIS) Project is seeking a software system architect to support its mission to develop, operate, and monitor the data system activities of the overarching Earth Observation System Data Information System (EOSDIS). EOSDIS performs ingest, archive, and distribution of billions of science data products and provides a platform for the publication, discovery, understanding, and access to NASA's growing Earth Observation data collection.

  • Duties described below are at the full-performance level. Duties assigned at a lower grade level will be of more limited scope, performed with less independence and limited complexity; duties will be commensurate with the grade of selected employee.
  • Coordinates the overall system engineering design, development, integration, and implementation of new components of the Earth Observing System (EOS) Data and Information System (EOSDIS).
  • Coordinates and leads the technical activities of science data system and sub-system engineers and provides technical direction on development of components within EOSDIS.
  • Serves as a key ESDIS representative to other NASA organizations and other US agencies, and to International or commercial science data system partners, to coordinate the development of interoperable components for EOSDIS.
  • Identifies improvements in systems, tools and services to increase the utilization of earth science data and define requirements, approve designs, and oversee implementation of these improvements.
  • Provides expertise in current and state-of-the-art computer science technology and standards, software engineering skills, and team leadership ability.
  • Works with customers and users to analyze and resolve problems, to develop and specify requirements for the modification and enhancement of existing systems, or to define requirements for new science data systems.
  • Provides technical insight into the development and management of policies, procedures, and operational schedules necessary for science data systems and functions.
  • Performs project planning duties, such as concept development, comprehensive system design, and master integration planning, taking into account feasibility and budget.

Qualifications

In addition to the Basic Education Requirement (in the Education section below), to qualify for this position you must meet the requirements below and have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above.

GS-14: To qualify at the GS-14 level, you must have one year of directly related specialized experience equivalent to the GS-13 level:

  • Leading a specific science data system or sub-system element such as data processing systems, data distribution systems, data query systems, and/or end user system interfaces to implement current software technologies;
  • Adapting a sub system to new or emerging technologies;
  • Developing requirements, concept of operations, operational concepts, mission analysis, lead reviews, identify gaps, and/or develop system architecture of a new software system.
GS-15: To qualify at the GS-15 level, you must have one year of directly related specialized experience equivalent to the GS-14 level:
  • Leading the successful design, development, and deployment of a science data system including data processing, data distribution, data query, and end user system interfaces utilizing current software technologies;
  • Adapting a software system to new or emerging technologies;
  • Developing requirements, concept of operations, operational concepts, mission analysis, lead reviews, identify gaps, and develop system architecture of a new software system.

Education

Basic Education Requirement: You must have successfully completed a bachelor's degree with a major in one of the following:
a) Engineering from a college or university that has ABET accredited engineering programs
b) Physical Science, Mathematics, Life Science or other field of Science
c) Computer Science that included 30 semester hours or 45 quarter hours of course work in any combination of mathematics, statistics and computer science with at least half of those hours in mathematics and statistics courses that included differential and integral calculus.

If you did not complete a qualifying bachelor's degree, you may be eligible if you have obtained a graduate degree in an AST qualifying field, as listed above.

Degrees in engineering technology are not considered qualifying for this position.
