Duties

Help

This position is located within the Department of the Interior, Bureau of Ocean Energy Management (BOEM), Pacific Outer Continental Shelf Region (POCSR), Office of Strategic Resources (OSR), Lease Management Section (LMS) in Camarillo, CA.

At the full performance level (GS-13) the major duties of this position include, but are not limited to the following:
1. Serves as the Region's expert on lease adjudication and administration activities, ensuring leases are properly managed and companies provide adequate financial assurance for the full spectrum of lease requirements.
2. Assists employees in other offices and industry representatives with adjudication procedures and issues. Responds to inquiries from the public, lessees and/or other interested parties, both orally and in writing, on outer continental shelf (OCS) leasing and adjudication policies and procedures.
3. Develops and updates regional policies and procedures for adjudication activities and general bond and treasury pledge account requirements for financial assurance purposes.
4. Reviews legal and regulatory processes and issues relating to oil and gas, mineral and non-energy operations on the outer continental shelf (OCS) and recommends improvement initiatives where appropriate.
5. Provides analysis, comments, and recommendations on new or proposed regulations, manuals, policies, and other procedural directives which may affect the outer continental shelf (OCS) program for the Pacific.
6. Provides adjudication oversight for leasing within the Pacific Region for renewable energy lease sale offerings and for leases resulting from competitive and non-competitive renewable energy lease sales.
7. Interprets proposed and existing regulations affecting the performance of maintaining financial assurance requirements and procedures for both oil/gas and renewable energy programs.
8. Serves as the subject matter expert for financial assurance issues on the Region's risk management program.

The Bureau of Ocean Energy Management has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

Salary Information:
GS-11: 76,135 - 98,970 per year.
GS-12: 91,254 - 118, 635 per year.
First time hires to the Federal government normally start at the lower salary range of the grade level.

Qualifications

Minimum Qualification Requirements:
To qualify for this position you must meet the Education or Specialized Experience for the grade to which you are applying.

Specialized Experience:
To qualify for the GS-11, you must possess at least one full year of specialized experience equivalent to at least the GS-09 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: 1) Experience in leasing and/or lease management related to oil, gas, minerals and/or renewable energy; 2) Preparing technical reports/presentations to present findings or recommendations to management and 3) managing computer databases, collecting, maintaining, and coordinating data to support financial report preparation.

Degree: Ph.D. or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., related to the position.

Combination of Education and Experience: Only education in excess of the first two years of progressively higher level graduate education toward a Ph.D. or the equivalent doctorate degree may be used toward this combination (example: 2.5 years in a Ph.D. program (50%) plus 6 months of specialized experience (50%)=100%).

Must meet all.

NOTE: At the GS-12 level you may NOT substitute education for experience.
