Duties

Help

The incumbent will 1) communicate with HQ and set Field priorities, including matter by matter specific prioritization; 2) liaise with stakeholders in Washington, DC (e.g., U.S. Coast Guard, Federal Aviation Administration, FBI, Secret service); 3) supervise the Deputy Field Director, Regional Directors, Tiger Teams and Equipment Development Group (EDG) Director; 4) establish metrics, track performance and work with Field team to improve performance; 5) Monitor field team morale and ensure team is connected to headquarters management, staff and operations; 6) work with Regional Directors and EDG Director to establish beneficial partnerships with industry and government stakeholders; 7) ensure that Field is receiving necessary training; and 8) ensure the Field obtains high quality, modern equipment capable of detecting and resolving interference in all FCC regulated spectrum.


Incumbent directs and coordinates the Field Operations programs and assures efficient accomplishments of all technical, managerial, and service functions. Incumbent prepares, justifies and presents to the Bureau Chief and Deputy Bureau Chief, budget and hiring requests for the regions and assists in defending these requests within the Commission. Incumbent will review the Regional organization, assignment of functions, etc., and implement changes to strengthen operations. Directs and coordinates the Bureau’s field inspection, monitoring and investigative programs, and assures the best utilization of available resources for the overall enforcement program. Provides direction and guidance to subordinate supervisors and technical staff regarding policy interpretation, priorities, and workload assumptions.

B. Specialized Experience

Applicants must have a minimum of one year of specialized experience equivalent to at least the GS-14 in the Federal service.  For this position, examples of specialized experience includes the following:   

  • Experience demonstrating expert level advice and guidance on electrical or electronics engineering matters;
  • Performing complex engineering analysis and studies concerning wireless voice and data communications issues;
  • Operating RF test, measurement, and monitoring equipment to locate and identify radio frequency (RF) interference sources;
  • Providing RF engineering advice on intricate and complex technical matters relating to:
    • Cellular/PCS/LTE wireless,
    • microwave,
    • Broadcast TV, and
    • Broadcast radio (AM/FM)
  • Interpreting, explaining, or defending compliance or enforcement policies, rules, and regulations to a diverse group of individuals, including non-engineers
  • Overseeing, directing, supervising or managing a subordinate staff; and
  • Managing complex technical communications programs.

You will be evaluated for this position on the following Knowledge, Skills, Abilities and Other characteristics (KSAOs):

  • Knowledge of electronic engineering principles and methodologies and techniques.
  • Knowledge of various types of wireless and broadcast communication systems.
  • Knowledge of radio frequency investigative policies and programs.
  • Ability to communicate both orally and in writing to individuals of various levels of authority.  You will be required to provide a written response at the time of an interview (if selected) of no more than 3 pages to the following:  describe one or two of your most challenging projects, explain why they were challenging, and how you resolved the challenges.
  • Ability to manage large budgets and staff.

How You Will Be Evaluated-DEU Hiring Procedures

The FCC determines the BEST QUALIFIED CANDIDATES based on the major job related competencies and evaluation of your knowledge, skills, and abilities reflected in your application and supporting documents using the CATEGORY RATING PROCESS.

All eligible applicants under Delegated Examining (DEU) will be placed in one of the following three categories:

1. Highly Qualified (Score 90-100) - the applicants possessing a background that demonstrates a superior level of major job related competencies and possession of all evaluation criteria;

2. Fully Qualified (Score 80-89) - the applicants possessing a background that demonstrates a satisfactory level of major job related competencies and possession of the evaluation criteria; and

3. Minimally Qualified (Score of 70-79)- the applicants possessing only the specialized experience described in the vacancy announcement. An automated score is administered based on the on-line application process used.

Eligible applicants will receive a numerical rating based on their responses to the job specific questions for this position. Application of Veterans Preference: The category rating process does not add veterans' preference points or apply the "rule of three" but protects the rights of veterans by placing them ahead of non-preference eligibles within each category. Preference eligibles who meet the minimum qualification requirements and who have compensable service-connected disability at least 10 percent MUST be listed in the highest quality category, except when the position being filled is scientific or professional at the GS-9 grade level or higher.

A selecting official may make selection from the highest quality category ("HIGHLY QUALIFIED") provided no preference eligible in that category is passed over to select a non-preference eligible in the same category. Merit Promotion Procedures

Applicants under Merit Promotion will be considered in accordance with the agency's merit promotion plan and union agreement.

Under Merit Promotion procedures, applicants must meet the qualifications criteria and receive a score of 90 in order to be deemed as BEST QUALIFIED.  Candidates who ask to be considered non-competitively only have to receive a score of 70.
