Duties

Help
  • Provides authoritative advice in formulation, establishing and implementing DOI policies and programs.
  • Establishes allocation priorities for all firefighting resources.
  • Directs the mobilization, reassignment, and demobilization of these resources as deemed necessary due to dynamic and changing fire conditions and incident priorities.
  • Represents the Department of the Interior agencies in coordinating the movement of federal and cooperator firefighting resources throughout the nation and potentially internationally.
  • Represents the Department of Interior (DOI), on a multi-agency operations group or task committee as part of the FIRESCOPE program.
  • Evaluates daily fire situation within the geographical area, and adjacent geographical areas, and keeps federal and state fire managers currently apprised of potential or anticipated fire complexities.
  • The incumbent monitors national and state preparedness levels as a member of the MACS (multi-agency coordination group).
  • Participates in general management program and activity reviews to determine conformance with established policies, programs and procedures with special emphasis on fire/prescribed fire qualifications, safety and logistics coordination.
  • Provides staff expertise and assistance to the BLM District/Field Office, on Fire Management Activity Planning (FMAP), and Prescribed Fire Planning.
  • Ensures that fuels treatment and hazard reduction plans consider alternatives, i.e., fire, chemical, mechanical, and biological, determines adequacy of plans, and verifies the accuracy of individual fire/prescribed fire reports.
  • Ensures safety in all movements of personnel, equipment and aircraft being conducted in terms of meeting time frames of requests for incident support.
  • Aviation safety is a consideration in any activity, which is using aviation resources.
  • Reviews large fire activities for safe and responsible practices, which often include extensive coordination with local government, state, federal, and military aviation operations.
  • Prepares budget recommendations and estimates within predetermined levels and submits to the BLM State Fire and Aviation Management Officer.
  • Negotiates, implements, and follows through on financial commitments for the DOI under ?Cost Share Agreements.?
  • Directly oversees, plans, and coordinates fire/incident and resource management training for the Department of the Interior (DOI) agencies within California.
  • Responsible for the development, preparation, and maintenance of the interagency agreements with the multiple (FS) Federal Interagency Training Centers, and several local government training centers, which includes the reimbursement of tuition costs.
  • May supervise up to five supervisory dispatchers, twenty support dispatchers, two intelligence officers, and other professional, technical and clerical support personnel during 24-hour days per week sustained operations.

Qualifications

In addition to meeting the education requirement, you must possess one (1) full year of specialized experience at or equivalent to the GS-11 level that is equivalent in difficulty and complexity as indicated by the following examples:
One year of experience at the GS-11 (or equivalent) grade level: Providing short- and long-range fire management planning, program direction and coordination, and evaluation of a fire program. Developing and implementing an integrated fire management program that achieves resource management objectives. Providing leadership, coordination, and direction of a fire program including the administration of fire suppression, detection, and prevention programs, dispatching and other communication services, fuels/vegetation management, aviation management, mitigation and trespass, as well as integrating other related natural resources plans and activities in an interagency environment. You may not substitute education for experience to qualify for this position.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Federal employees in the competitive service are also subject to the Time-In-Grade requirement in accordance with 5 CFR 300.604. Physical Demands: Work is primarily performed in an office setting. Long hours of sitting, intense concentration, and working at peak proficiency level with irregular breaks/mealtimes are frequent, prolonged demands of the job. Incumbent is subject to work shifts of 12-14 hours per day for extensive periods. In addition, telephone calls are taken after regular work hours, which create many interruptions. The work requires active physical capacity with extensive standing/walking. Vehicle/aircraft travel associated with field visits and other administrative travel are frequent demands.

Work Environment: Work is usually performed in an office setting. Field assignments may require working in isolated and/or primitive conditions, in rough terrain, and under extreme weather conditions. There is possible exposure to high noise levels associated with aircraft and mechanized equipment.

Education

This position has a positive education requirement which requires that you have a degree in biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position, or a combination of education and experience---courses equivalent to a major, as shown above, plus appropriate experience or additional education.

Tax Law Impact for PCS: Moving expenses reimbursement is a taxable benefit. However, the Federal Travel Regulation 18-05 issued by General Services Administration has authorized agencies to use the Withholding Tax Allowance and Relocation Income Tax Allowance to pay for "substantially all" of the increased tax liability resulting from the "2018 Tax Cuts and Jobs Act" for certain eligible individuals.
