Duties

Help

As a Survey Manager, you will perform the following duties:

  • Designs, plans, and manages special, one time or recurring major national surveys.
  • Manages all aspects of project development including operational and technical aspects of the project, as well as improvement projects for assigned survey(s) such as innovative methods for improving response rates.
  • Identifies appropriate techniques for addressing problems or issues to solve difficult and/or unique problems for delivery of products on schedule and within budget.
  • Manages survey or project after contract award, including oversight of the project team and coordination of project tasks in order to assure that project objectives are met, and quality standards are maintained within the project schedule and budget.
  • Evaluates project proposals and drafts contract and grant award recommendations related to assigned survey or technical improvement projects.
  • Designs and drafts clearance packages in assigned area of responsibility, monitors their processing, and introduces innovations in response to complexities of Federal regulations and Office of Management and Budget (OMB) questions.
  • Writes, designs, and develops Info briefs and Detailed Statistical Tables, as well as, Special Reports, and contributions to overview reports such as Science and Engineering Indicators, where appropriate for dissemination of the survey data.
  • Ensures timely dissemination of survey data in a customer friendly format.
  • Designs and prepares responses to requests for information and special analyses related to major project area; has authoritative knowledge of statistical and economic or social science principles in assigned subject area.
  • Maintains authoritative scientific knowledge of state-of-the-art survey, statistical, and economic or social science methods relevant to assigned program areas through reading, meetings with Federal and nonfederal researchers and analysts, or participation in professional Survey Statistician meetings.

Qualifications

Basic Requirements

GS-1530 (Statistics):

  1. Degree: bachelor's degree that included 15 semester hours in statistics (or in math & stats combined but with at least 6 semester hours in stats), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, engineering; or social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, or psychology.  OR
  2. Combination of education and experience: Courses equivalent to a major, as shown in 1 above, plus additional education & experience equivalent to a Bachelor's degree. The experience should include professional statistical work such as sampling, collecting, computing, and analyzing statistical data, & applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple & multiple correlation, analysis of variance, & tests of significance.

In addition to meeting the basic education and/or experience requirements described above, you must also meet the following specialized experience.

To qualify at the GS-14 level, you must have one year of specialized experience equivalent to the GS-13 level in Federal service performing all aspects of budgetary functions for an organization. Examples of specialized experience include: directing a program responsible for designing and conducting surveys, data collections and special studies; planning, designing, developing, and implementing ongoing statistical surveys; overseeing the overall planning, design, implementation, and analysis of surveys; and developing and maintaining time schedules and project management systems.
