Summary

This position is located in the Office of Ports & Waterways Planning, Office of the Associate Administrator for Ports & Waterways, Maritime Administration (MARAD).

This position is established as Operations Development Analyst and is responsible for providing support to the public and private sector to relieve congestion on America’s surface transportation system through more efficient use of America’s waterways as well as expanding opportunities for the U.S. flag fleet and U.S. shipyards.

Help

As a Transportation Industry Analyst:

  • Understands intermodal freight logistics operations and intermodal transportation options available.
  • Has the ability to apply concepts, principles and processes of intermodal freight logistics to derive creative solutions to complex problems.
  • Demonstrates expertise in developing freight related partnerships to promote and exchange ideas, information and find solutions to issues.
  • Has the ability to contribute to senior management discussions about intermodal transportation policy changes necessary to improve our nation’s freight transportation system.
  • Has the ability to lead diverse teams in a challenging, resource constrained environment to implement a strategic vision.

The ideal candidate should have knowledge of maritime affairs including commercial logistics and transportation, port development and intermodal transportation capabilities. Also, capable of developing new logistics solutions for customers shipping containerized, trailerized or unitized freight, creating useful modeling tools and conducting innovative outreach and engagement efforts to facilitate the acceptance of new logistics options.

CONDITIONS OF EMPLOYMENT:

  • PROBATIONARY PERIOD: You must complete a one-year probationary period (unless already completed).
  • TIME-IN-GRADE: Federal applicants must have served 52 weeks at the next lower grade in the competitive or excepted service in the executive branch to satisfy time-in-grade restrictions contained in 5 CFR 300, Subpart F.
  • DEU REQUIREMENTS: Applicants selected under delegated examining procedures may be required to successfully complete a one-year probationary period (unless already completed).

Qualifications

To meet the minimum qualifications for this position, you must meet the specialized experience qualifications for the grade at which you are requesting consideration.

To qualify for the Grade 12, you must have at least one year of experience equal or equivalent to the GS-11 it must include:

  • Experience working with ocean carriers, third party logistics providers, railroads and/or trucking firms and developing alternative solutions to transportation challenges including developing strategies that will create demand for marine highway services and overcoming economic and infrastructure challenges and integrating marine highway service into the nation’s transportation system.
  • Experience with labor contracts and practices, operation and cost analysis, finance, information systems and technologies for identifying and tracking cargo and vehicle movements, awareness of technologies and influences contributing to changing market trends.

To qualify for the Grade 13, you must have at least one year of experience equal or equivalent to the GS-12, it must include:

  • Experience in intermodal planning and operations and assessing the interrelationships between the programs and policies of the Maritime Administration which affect the intermodal industry and its planning programs, policies, practices, and methods.
  • Experience providing advice and/or technical assistance to state, local, or Federal practitioners or port authorities and the private sector on waterborne transportation and freight intermodal operations.
  • Experience with intermodal and maritime freight transportation to assist in the formulation of programs and policy recommendations that promote efficient freight movement on the nation’s marine highways and surface transportation network.
  • Experience applying program planning and execution techniques and conceiving and formulating program plans to resolve emerging technical problems. 

KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

  • Understanding intermodal freight logistics operations and intermodal transportation options available.
  • Understanding interrelationships between road, rail and water transportation systems necessary to solve complex intermodal logistics problems.
  • The ability to apply concepts, principles and processes of intermodal freight logistics to derive creative solutions to complex problems.
  • Knowledge of diverse intermodal freight logistics modes and can analyze data from variety of sources to prepare recommendations to senior management.
  • Demonstrating expertise in developing freight related partnerships to promote and exchange ideas, information and find solutions to issues.
  • The ability to interact with and present before senior officials in government and industry on complex issues.
