Summary

Major duties of the position include, but are not limited to:
Responsible for scheduling and providing training to all Police Service staff in accordance with VA Handbooks, policy and procedures.
Maintains all Law Enforcement Training Center (LETC) instructor certifications such as Ground Defense Recovery (GDR), Firearms and Threat, to include having the ability to provide certifications to WVAMC Police Service staff reassuring that time lines for re-certification are met.
Develops and provides additional and/or remedial related training as needed. With input from the Chief, Deputy Chief, and/or Training Coordinator, develops the current and long-range training plan. Ensures that the schedule is followed at the monthly training meetings. Assists in drafting and reviewing policies and standard operating procedures regarding law enforcement and security operations for implementation.
Trains Health Care staff in personal safety skills and verbal intervention skills such as those taught in the Prevention and Management of Disruptive Behavior (PMDB), and Active Threat. Ensures training has been entered into the hospital's education package.
Maintains current and accurate training records; reviews training records for Officers and coordinates the scheduling of needed training with the Chief of Police or designee. Maintains records of all training and provides reports of training accomplishments and deficiencies to the Chief of the Service or designee. Ensures all established time frames for accomplishing required training are met, with routine advisement to the Chief of Police or designee of any impending problems.
Responsible for continuous on-the-job training as designated by the Chief Police Service or designee, to improve knowledge of law enforcement and upgrade relationships within the health care system.
Performs law enforcement work in the preservation of the peace, prevention, detection, and investigation of crimes occurring on property under the control of the VA; arrest of violators; control traffic; protect property of the United States Government and all personal property on the medical center grounds.
Assist persons in emergency situations; including the protection of personal and civil rights.
Assures compliance with federal and state laws as they pertain to VA controlled property and agency rules and regulations pertaining to law enforcement work.
Responds to calls and/or alarms involving a crime in progress, crimes just discovered, disturbances; pursues and apprehends persons fleeing from a crime scene.
Possesses expertise in the use of unarmed defense and offender restraint using the minimum application of physical force and weapon employment necessary as prescribed in agency policy when subduing or disarming individuals such as offenders who resist, forcibly assault, oppose, impede, and interfere with Police Officers; and also other individuals such as persons involved in family disputes; persons disrupting normal working conditions; patients in drug/alcohol/ psychiatric programs who become violent and combative and restraint is beyond the capabilities of staff.
Keeps the Chief of Police and appropriate management officials informed of any situation that is mandated by policy or through judgment is believed to have an adverse effect on the HCS or its Clinics.\May be required to perform duties as the Supervisory Police Officer on off-tours, which consist of leading a squad of two to four other police officers and dispatcher personnel while actively participating in planned police operations.
Serves as a Federal Police Officer working for the Department of Veterans Affairs (VA) performing law enforcement and security duties pursuant to Title 38 USC§ 902.

Qualifications

GS-07 grade level: One year of specialized experience (equivalent to the GS-06 grade level in the federal service); experience that equipped the applicant with the particular knowledge, skills and abilities (KSA's) and other characteristics to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled, in the normal line of progression for the occupation in the organization. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-06 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Experience that provided knowledge of a body of basic laws and regulations, law enforcement operations, practices, and techniques and involved responsibility for maintaining order and protecting life and property; delegating and assigning workload; providing instruction, training and guidance to other police officers in law enforcement tactics, weapons, force methodology, crime prevention, etc. and record keeping.
Physical Requirements: The work requires regular and recurring physical exertion, long hours of standing, walking, driving and similar activities. The incumbent must respond to alarms, pursue suspects, participate in training activities, climb stairs and walk during assigned foot patrols in and around large building, campus, and other physical settings. Agility, dexterity and strength are needed to pursue, apprehend and detain uncooperative suspects. On a regular and recurring basis the work requires strenuous exertion physically restraining disorderly individuals to prevent harm to others or the individual. Incumbents must be physically able to lift or carry injured or hurt persons, evacuate persons to safety during storms, disasters, fires or other emergencies. Expected to maintain a high standard of physical fitness and hand and eye coordination in order to maintain his or her semi-annual qualification with his or her assigned firearm and annual qualification with his or her assigned departmental issued intermediate weapons. Strenuous physical exertion is also required during many required and recurring training activities such as those related to weapons training, Active Threat Response training and Ground Defense and Recovery training.
