Summary

Position is located within the Therapeutic & Supported Employment Services (TSES)/Compensated Work Therapy (CWT) Program. The employee carries out all duties related to attaining and maintaining competitive employment for Veterans. Veterans are assigned to his/her caseload through the Compensated Work Therapy program. The focus is to promote optimal vocational functioning of Veterans within the community, in the context of prescribed job development interventions.

DUTIES INCLUDE:

  • The Vocational Rehabilitation Specialist (VRS) is assigned to the Community Based
    Employment Services (CBES) component of TSES/CWT and has responsibility for
    utilizing best practices to assist unemployed Veterans return to competitive employment.
  • Assignments involve a range and variety of case aspects, problems, and types as the
    VRS increases his/her knowledge and experience in the application of principles and 2 practices of the field and develops the confidence necessary to eventual full performance level assignments. During the course of the training and development, the VRS obtains a variety of supervised assignments selected to provide progressively difficult experience, to the point of covering the full range of the basic functions of the specialist.
  • The VRS will serves as a Treatment Coordinator/ case manager on the interdisciplinary
    treatment team and works with other staff members demonstrating effective communication skills to formulate a treatment plan and follow up plan for each Veteran assigned. Provides consultation to, and, when appropriate and facilitates appropriate pyscho-educational classes/groups related to areas of expertise to Veterans. Case management may include screening, intake, individual and group counseling, collecting urine screens, referrals, collateral contacts, recommending passes, discharge planning, completing admission and discharge notes.
  • The VRS is responsible for collaborating with potential Veterans referred to the internal and external Work Therapy programs (via medical orders and SF 513 consult with appropriate clearance to work in the community), and for developing a vocational assessment to identify individual's strengths and areas of vocational interests. The VRS will utilize Motivational Interviewing techniques to ensure the highest level of services. The VRS will compile information to assist the Veteran in identifying occupational areas in which they would like to target their job search activities.
  • The VRS is responsible to document all interactions with the Veteran within the electronic
    medical records system CPRS and capture workload for DSS. The VRS is also responsible for entering initial assessments data, Individualized Treatment Plans, and discharge summaries into the electronic medical record and other program evaluation forms for data collection. The VRS is responsible for completing annual census data utilizing the designated program format.
  • The VRS is responsible for interviewing potential Veterans referred to the CWT program
    (via medical orders and SF 513 consult with appropriate clearance to work in the
    community), and for developing a vocational assessment to identify individuals strengths
    and areas of vocational interests.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/15/2022.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-09 position you must have served 52 weeks at the GS-07. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

You may qualify based on your experience and/or education as described below:
Vocational Rehabilitation Specialist GS-09

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-07 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to experience that demonstrated knowledge of the vocational rehabilitation problems characteristic of the disabled, including familiarity with available resources and skill in identifying, evaluating, and making effective use of such resources to serve individuals with disabilities; or of the disadvantaged, including knowledge of adjustment problems of the educationally or culturally disadvantaged, familiarity with available adult education and training resources, and ability to recognize problem areas needing special attention. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have master's or equivalent graduate degree or two full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., if related. Please note: Graduate education major study--vocational rehabilitation, vocational or education counseling, or other fields related to the position. OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education as described above.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements:
Standing, stooping, bending, walking, sitting for extended periods of time and lifting are required. There is a significant period (50 percent) spent driving a motor vehicle and traveling in the local area. The work is sedentary. Some work may require movement between offices, hospitals, warehouses, and similar areas for meetings and to conduct work. Work may also require walking/standing, in conjunctions with travel to and attendance at meetings and/or conferences away from the work site. Incumbent may carry and lift light items weighing less than 15 pounds.
