Duties

Help
  • Assess the technological needs of internal and external customers utilizing a variety of tools, surveys, focus groups and feedback in order to upgrade existing platforms and develop new applications and services.
  • Serve as a key lead on strategic technology planning for the LSCM business unit, interfacing with GPO IT and ensuring that technology meets the goals of the Superintendent of Documents and serves key stakeholders.
  • Provide leadership for the management, oversight and strategic direction of systems and services, many of which are unique to library operations such as an Integrated Library System (ILS).
  • Direct and manage long-range work plans to accomplish the operational goals and strategic objectives for the public information programs of the Superintendent of Documents and the LSCM business unit.

  • Individuals joining GPO are required to provide their current COVID-19 vaccine status to GPO Medical Services prior to their entry on duty date.
  • GPO employees that work at a GPO or customer facility and are not fully vaccinated against COVID-19 are required to participate in the Agency's weekly COVID-19 screening/testing program.

Qualifications

To qualify for the Supervisory Librarian (Systems Management and Projects), PG -1410-15, you must meet the following requirements:

SPECIALIZED EXPERIENCE: To minimally qualify for the PG-15 level, you must meet the following requirements. You must possess (1) year of specialized experience at the PG-14 (or equivalent) level or higher. Specialized experience includes: (1) Must have 2-3 years of progressively responsible managerial positions in an academic, public, Federal library, or an organization supporting libraries where applicant is directing day-to-day operational activities; (2) Managerial positions include directing the strategic planning/deployment/evaluation of new library initiatives and projects; including but not limited to deployment of new technologies and applications (such as Integrated Library Systems, digital repositories, delivery of bibliographic metadata, digitization projects, etc.); (3) Directing the development of websites designed specifically for the public seeking U.S. Government information; development of applications designed specifically for librarians and library information professionals; and/or (4) Must demonstrate proven management skills working with a highly skilled and diverse workforce of professional librarians, IT Specialists and management and program analysts.

Basic Requirements: In addition to the above qualifications all Federal Service Librarians must meet the following requirements for professional education in library science. The Basic Education Requirement for 1410 Librarian Job Series are as follows:

A.) Possess one (1) full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a bachelor's degree.

OR

B.) Possess a total of at least 5 years of a combination of college-level education, training, and experience that provided you with the knowledge and understanding of the theories, principles, and techniques of professional librarianship; a knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Background Investigation:

To ensure the accomplishment of its mission, the GPO requires every employee to be reliable and trustworthy; this position requires a High Risk Public Trust background investigation. To meet those standards, all selected applicants must undergo and successfully complete a background for a High Risk Public Trust. This review could include financial issues such as delinquency in the payment of debts, child support and/or tax obligations, as well as criminal offenses and illegal use or possession of drugs; this process may take 6 weeks or longer. The Agency may rescind the tentative offer, if the candidate is unable to pass the background investigation.

For a Suitability:
To ensure the accomplishment of its mission, the GPO requires every employee to be reliable and trustworthy; this position requires a background investigation for Suitability. To meet those standards, all selected applicants must undergo and successfully complete a background check for Suitability. This review could include fingerprints and credit checks, as well as a full field FBI background investigation and tax and bar checks for attorney applicants. The background investigation covers a period of seven to ten years depending on the nature of the position; this process may take 6 weeks or longer. The Agency may rescind the tentative offer, if the candidate is unable to pass the background investigation.
