Duties

Help
  • As the Director, develop and oversee strategic plans of action that define the Analytics, Artificial Intelligence and Digital Engineering Directorates (AAIDED) digital transformation strategy and mission.
  • Review and evaluate directorate programs with respect to modeling and simulation, rigorous test planning, data analysis, digital engineering, artificial intelligence, machine learning, etc.
  • Liaise with senior leadership staff action officers, academia, and industry personnel to review, develop, introduce, and defend new strategies and concepts.
  • Confer and negotiate with heads of other activities within the Army and DoD, representatives of other government agencies and services.
  • Advise the Executive Director and Technical Director and ATEC HQ on the impact of current and future technology, environmental changes, budgetary limitations, personnel skillset gaps, policy, schedules, reduced resources, and changing missions.
  • Advise Executive Director and/or Technical Director on issues, operational concepts, and technological opportunities available.
  • Represent the command as a recognized technical authority at formal or informal conferences.
  • Supervise, manage, and direct, through subordinate supervisors, the efforts of about 40 professional and non-professional personnel engaged in a variety of technical areas.
  • Develop and apply artificial intelligence evaluation methodologies and digital engineering environments.
  • Innovate and apply modern analytics to provide technically/analytically based data to senior leaders that impacts organizational vision and direction.

  • Appointment to this is subject to a two year probationary period unless the appointee has previously met the requirements as described in 5CFR Part 315.
  • This position requires the incumbent be able to obtain and maintain a determination of eligibility for a Secret security clearance or access for the duration of employment. A background investigation and credit check are required.
  • Must submit a Financial Disclosure Statement (OGE-450) upon entering the position and annually thereafter.
  • This position has a Temporary Duty (TDY) or business travel requirement of 25% of the time.
  • This position is supervisory as defined by the Office of Personnel Management's (OPM) General Schedule Supervisory Guide (GSSG). A one year probation to assess your ability to perform supervisory duties is required unless previously completed.

Basic Education Requirements for Data Science/Mathematics (1560/1520):
Degree: Mathematics, statistics, computer science, data science or field directly related to the position. The degree must be in a major field of study (at least at the baccalaureate level) that is appropriate for the position.
OR
Combination of education and experience: Courses equivalent to a major field of study (30 semester hours) as shown above, plus additional education or appropriate experience.

Basic Education Requirement for Computer Scientist - 1550 series:
Degree:
Bachelor's degree (or higher degree) in computer science or bachelor's degree (or higher degree) with 30 semester hours in a combination of mathematics, statistics, and computer science. At least 15 of the 30 semester hours must have included any combination of statistics and mathematics that included differential and integral calculus.

Basic Education Requirement for Mathematics Statistician - 1529 series:
A. Degree:
Bachelor's degree (or higher degree) that included 24 semester hours of mathematics and statistics, of which at least 12 semester hours were in mathematics and 6 semester hours were in statistics.
OR
B. Combination of Education and Experience: At least 24 semester hours of mathematics and statistics, including at least 12 hours in mathematics and 6 hours in statistics, as shown in A above, plus appropriate experience or additional education.

Basic Education Requirement for Operations Research - 1515 series:
Degree
: Bachelor's degree (or higher degree) in operations research; or a degree with at least 24 semester hours in a combination of operations research, mathematics, probability, statistics, mathematical logic, science, or subject-matter courses requiring substantial competence in college-level mathematics or statistics. At least 3 of the 24 semester hours must have been in calculus.

In addition to meeting the basic education requirement(s) above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience: One year of specialized experience which includes1) experience using analytical and statistical techniques to assess test and evaluation system performance and effectiveness while providing strategic direction/resolution of mission-critical problems; 2) Expertise coordinating personnel, test facilities or resources to support scheduled test missions; and 3) experience applying contemporary data science, artificial intelligence and machine learning techniques to implement the techniques for modeling and simulation model based systems engineering, and digital architectures. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (NH-03/GS-13 or above]).
